ALL-STAR TOURNAMENT RULES

 

12 & Under

 

1.                 A player must be 12 years old or younger as of July 31, 2005.

2.                 Players must have participate din the league they are representing at this tournament.

3.                 All games will consist of six innings.  No inning shall begin after 1 hour and 45 minutes of play.  Inning begins as soon as the 3rd out of the previous inning is made.  Umpire’s watch is official.  There will be no time limit on the championship game.

4.                 All Players must be in full uniform and have a number of their shirt.

5.                 Bases are 70 feet.

6.                 Pitching distance is 48 feet.

7.                 Lead-offs by base runners are not allowed.  A runner may leave his base after the ball has crossed the plate.

8.                 Batters may run on a dropped third strike by the catcher provided that first base is unoccupied or there are two outs.

9.                 Each starter may re-enter the game one time in his original batting position.  Substitutes may not re-enter.

10.             Coaches may substitute at their own discretion.

11.             Base runners must slide or give themselves up on close plays at any base.  If a runner runs over or collides with a fielder in order to reach a base safely he will be called out and may be removed from the game.  No head first slides allowed.

12.             A pitcher is allowed two innings pitched per game.  A pitcher may not re-enter the game as a pitcher.  One pitch constitutes an inning.

13.             A game is considered complete when the team trailing has batted four times in the event of weather, darkness, field conditions, time limit, or is trailing by 10 or more runs.

14.             A game called because of weather, darkness, or field conditions and is not yet a complete game will be restarted at the point of interrupted play (suspended game).

15.             The infield fly rule will be in effect.

16.             The tournament director will handle all protests on the spot.  There shall be no protests on judgment calls.  Excessive arguing by a coach will not be allowed and may result in their removal from the game and premises.

17.             A team will be in jeopardy of forfeiting a game if the conduct of their coaches and/or fans gets out-of-hand.  Be sure that parents are aware of this rule.

18.             A coin toss will take place 30 minutes prior to each game to determine the home team.  The home team gets choice of dugouts.

19.             Each team will then be allowed 10 minutes of infield/outfield pre-game practice time (as long as it does not jeopardize the scheduled start time of the game).  No batting practice is allowed on the fields at any time.  The home team shall go first (unless the coaches agree otherwise)

20.             A pitcher is allowed five warm-up pitches or 1-1/2 minutes between innings.  Eight pitches are allowed for a new pitcher.  Please hustle on and off the field.

21.             A coach is allowed two mound visits per inning.  A third visit must result in a pitching change.

22.             No metal spiked allowed.

23.             Maximum barrel size for bats is 2-1/4” (official Little League size).

24.             Tie Breakers are as follows:

Head to head competition, if team you have played

Total runs allowed

Total net runs, runs scored minus runs allowed.

***No alcoholic beverages are allowed on the premises
