The scientists
The main function of the scientists in Gundam Wing was creating the gundams. Unfortunately, their technology doesn't stay in the right hands. OZ soon captures the scientists and force them to make new gundams for OZ to take. Having no choice, they make the Mercurius, the Vayeatte, and Gundam ZERO.
The gundam pilots bust in and steal the OZ gundams, because their own are captured or broken. Quatre and Heero find Gundam ZERO to have mind-altering affects, making the user attack allies. The pilots end up leaving without any of the new gundams.
