The club offered a qualifying contract to eight players: center Rob Niedermayer, left wing Ray Whitney, left wing Peter Worrell, center Eric Boguniecki, defenseman Dan Boyle, left wing Dave Duerden, defenseman Joey Tetarenko, and defenseman Rocky Thompson. All of these players are considered Group 2 Free Agents. By giving these players qualifying offers, the club maintains the right to match any contract offer they may receive, and the Panthers can receive draft pick compensation if there is a signing with another club. If a player is above the league's average salary, the qualifying offer is the same as last year's salary (Niedermayer). If a player is below the league's average salary, than a qualifying offer is a one-year contract with a 10 percent raise from last season's salary (Whitney, Worrell, Boguniecki, Boyle, Duerden, Tetarenko, and Thompson). In addition, the Panthers did not make contract offers to center Andrew Long, left wing Alex Hicks, and defenseman Jeff Ware, making them unrestricted free agents as of July 1, 2000. Also becoming unrestricted free agents are: left wing Chad Cabana, right wing Paul Brousseau, right wing Craig Reichert, right wing Ray Sheppard (club option not exercised), and goaltender Mikhail Shtalenkov (club option not exercised).
