Biografía

Rafael Vargas-Bernal was born in Irapuato, Guanajuato, México in September 30th, 1972. He received a Bachelor's degree in Electronics and Communications Engineering with the entitled work "Advanced Techniques of Spectral Analysis", on October 6th, 1995 from the University of Guanajuato. After, he obtained a Master Science degree in Electronics from the National Institute of Astrophysics Optics and Electronics (INAOE) with the entitled work "Development of a Tearing Method for Non-Weighted Graphs with Applications to Partitioning of Circuits", on September 4th, 1997. Lastly, he obtained the Doctor Science degree in Electronics from the same institute with the entitled dissertation "Assessing the Uniqueness and Upper Bound of the DC Solutions with Circuit Topology", on July 19th, 2000.

During October 2000 - September 2001, he worked as a professor at the University of Guanajuato in the Department of Communications and Electronics Engineering. Since January 2002, he has been with the Department of Electronics Engineering of the Higher Technological Institute of Irapuato (In Spanish, Instituto Tecnológico Superior de Irapuato) as a Professor-Researcher. Since August 2005, he was also working in the Department of Materials Science in the area of Ceramic Materials. He was working from April 2003 to December 2006 as a Professor-Researcher of the Center of Development and Research on Micro and Nano Technologies (CRDMNT) in Spanish called Centro de Investigación y Desarrollo en Micro y Nano Tecnologías (CIDEMYNT). He is a reviewer of the magazine IEEE Latin America Transactions published by the Institute of Electrical and Electronics Engineers (IEEE) from August 2003 with an impact factor of 0.967, Q3.

He was acted as an external technical reviewer of research projects of the University of Guanajuato from 2005 to the date and as a technical reviewer of the Congreso Internacional sobre Innovación y Desarrollo Tecnológico (CIINDET) from 2006 to the date. He is a technical reviewer of standards on microtechnology and MEMS in Semiconductor Equipment and Materials International (SEMI) from November 2006 to the date. He participated as technical expert in the European Roadmap for Photonics and Nanotechnologies 2008 published by MONA (Merging Optics & Nanotechnologies) Consortium. He was a reviewer of scientific papers in the Jornadas de Sistemas de Telecomunicaciones realized in Quito Ecuador, 14-16 May 2008. He was a reviewer of scientific papers in the II Congreso Internacional de Telecomunicaciones IP realized in Quito Ecuador, 10-12 July 2008.

From August 2007 to date, he is a Contributing Member of the Academic Group of Education, New Technologies, and Civic Participation of the Guadalajara University (University Center of the Ciénega) located in Ocotlán Jalisco. During months from August to October 2008, he participated in the Meetings on Validation of Opportunities of Business derived of the technology for the Guanajuato's State organized by Technological Institute of Higher Studies of Monterrey (ITESM) Irapuato's group-oriented to the following areas: Agricultural and Greenhouse products, Machinery and Equipment, and Pharmaceutical and cosmetic Products. From July 2009, he is a reviewer of Scientific papers in the Journal entitled "Engineering, Research and Technology" (in Spanish "Ingeniería, Investigación and Tecnología") with ISSN 1405-7743) published by Autonomous National University of Mexico (in Spanish, Universidad Nacional Autónoma de México or UNAM). Moreover, he is reviewer of technical papers of the Journal "Nova Scientia" (ISSN 2007-0705) from January 2010 to date and of the Journal Sensors and Actuators B: Chemical (ISSN 0925-4005) of Elsevier from February 2010 to date with impact factor of 8.0, Q1.

He was a reviewer of Research Projects in the Notice of Science and Technology for the Capital City of the Knowledge 2010 and 2012 from the Science and Technology Institute of the Federal District (located in Mexico City). He was a reviewer of scientific papers in the Third International Congress of Computer Systems and Electronics (CISCE) 2011 celebrated 17-18 March 2011 by National Polytechnic Institute (in Spanish Instituto Tecnológico Superior de Irapuato) in Mexico City. He was a reviewer of scientific papers in the Iberchip XVIII Workshop (IWS2012) celebrated from 29 February to 2 March 2012, in Playa del Carmen, Mexico.

Member of the Network of Space Science and Technology (RedCYTE) of CONACYT since 2012, where he was developing the project entitled "Development of Metallic and Ceramic Coating for Thermal Changes and Tolerant to Cosmic Radiation". Professor of the Master's Degree in Manufacturing Engineering since September 2012 and of the Master's Degree in Mechatronic Systems Design and Engineering since 2013 from the Universidad de La Salle Bajío Campus Campestre located in León, Guanajuato, Mexico.

Since October 2012 is a reviewer of technical papers in the IEEE Sensors Journal of the Institute of Electrical and Electronics Engineers (IEEE) with an impact factor of 4.3, Q1, and ISSN 1530-437X. Also, from November 2012 is a reviewer of technical papers of Nanoscale of the Royal Society of Chemistry (RSC) with an impact factor of 5.8, Q1, and ISSN 2040-3372. Currently, he was developing the research project entitled "Determination of Mechanisms of Electrical Conduction in Polymer-Nanotube Carbon Composites" supported by CONACYT in the 2010 Basic Science Call. He is a reviewer since April 2013 of the journal RSC Advances published by the Royal Society of Chemistry (RSC) with ISSN 2046-2069 and impact factor 3.9, Q1. He is a reviewer of the journal Solar Energy Materials and Solar Cells (impact factor: 6.3, Q1) from September 2017 to date.

Member of the Network of Nanosciences and Nanotechnology of CONACYT with validity from March 2015 to February 2016, and from July 1, 2016 to June 30, 2018. Member of the National System of Researchers (SNI) of CONACYT as National Researcher Level I with validity from January 2016 to December 2018.
