Vice President Rufus is the son of President Shinra. He doesn't seem that old, early tweinties perhaps. Rufus is a lot like his father - perhaps worst. While President Shinra gained people's loyalty by spending money on them and making promises, Rufus prefers to scare people into obeying him.
Rufus has no mother, but it's isn't said how old he was when he lost her. He likes to get what he wants - when he wants it, and gets annoyed by rebels and people thinking they're better than him. However, he is quite a calm character, and doesn't lose his temper easily.
Basically, Rufus just wants money and power. Little his known about his history, but his father seems to have had quite a big influence on young Rufus.
Tsang is the Turks' leader pretty much the only Turk who acts professionally all the time. He's quite a quiet person and takes his job seriously.
Tsang has been chasing Aeris all her life, because it's his job, basically. But at small points in the game, he shows feelings for her. He seems to be in love with her, but then again, he also has his eye on Elana. He even asked Elana out.
Tsang is capable of being a little harsh when it comes to his job, but in general, he isn't a bad guy. He just likes to do well. Tsang obviously has a heart. Whether he loves her or not, he clearly cares for Aeris. Perhaps as a daughter, even. He's virtually watched her grow up.
Nothing is told about Tsang's past, so all you have to go on is his personality now.
Reno is the cockiest of the Turks. He answers back and makes snide comments. He also likes to have a good time. He puts alcohol before work, and doesn't like giving up his vacation to do extra shifts unless there's something in it for him.
Once at work, however, Reno can be pretty competative and likes to give Cloud and his friends a hard time. But when he's off - duty, Reno pretty much ignores Cloud and treats him like a normal guy. He's also prepared to work with his enemies if it's neccesary.
