I've decided there are two winners of the Competition:
The first brief right answer I received was from"Danker"		The most full answer with SAV-file (as I asked) was fromAlfredo Ferreira Marques
It's easy. First, in a city with a size of 5, put 3 taxmen. Then build a settler. The City will be now at a size of 4, and it will contain now only 2 taxmen. Build another settler, and it will come to a size of 3, with one taxmen!
