The Championship Regulations for rallies are ready and the first rally that will follow it will be the Birla Tyres 5th EMSA Wild Run Rally on 31st March 1999.

The regulations are in the same format as the FIA regulations. As Rally Committee Chairman, I am grateful to Mr.Homi Commissariat, Mr.Gopal Madhavan, Mr.Vicky Chandhok, Mr.R. Mahendran, Mr.Jagdish Thackersey, Mr.Vinay Asar, Dr.I. Venkat Road, Mr.Zayn Khan and Mr.Srikanth who made it possible to bring out the regulations in time for the first Championship rally. We may have to make certain changes as the events go by, as and when necessary

The Competition licensing procedures have been made simpler. They are given elsewhere in this issue and also sent to the Clubs. All competitors are requested to follow the same and apply or renew the licenses in time. Do not come for a last minute license, as it will not be issued. You should go through the rules to find out what grade of license you are eligible for.

A decision was taken, about events with four and two wheelers, to be held separately for 1999. The same was deferred to the year 2000, so that there will be enough time for the Clubs to get themselves organised for the same.

All the Clubs should start conducting the Regional Rally Championship events and see that new comers in to the sport. If the co-ordinators are having any problem, bring them up to the Chairman Regional Rally Championship Committee Mr.Kiran Mody.

There are a number of new motor sports clubs who are requesting affiliation to the FMSCI and it is heartening to note that motor sports clubs are being formed in all parts of India. We welcome all of them and hope that motor sporting events in their regions will be held regularly. Clubs are also requested to send us reports of the various events that are held by them so that they can be published.

Maruti Test Track Drive

Maruti Udyog Limited took their 15th Anniversary celebrations to the Gujarat city of Vadodara with the Test Track Drive for owners and users of their vehicles. And needless to mention, it was like at Goa and Coimbatore where similar events were staged previously, a resounding success.

On Sunday, February 7, 91 participants from Vadodara went through the Test Track Drive that was organised by Sportscraft, Mumbai and co-sponsored by Mobil, JK Tyres and Maruti Countrywide Finance, at the Akota Stadium. They were put through tests in the basics of driving like speeding, braking, reverse driving, zig-zag driving and parking. Indeed it was the perfect way to test one's driving capabilities on off-tarmac conditions. Most accustomed to driving only on tarmac found it a different experience altogether when driving on a muddy and dusty surface that the Akota Stadium grounds was all about.

At exactly 9 am, Mr.J. Mahapatra, Commissioner of Police, Vadodara City, flagged off the drive which saw participants go through the first exercise of forward driving on a winding course. Most went through this first test rather commendably, thinking the entire event would be as simple as it seemed. However, thereafter they learnt a thing or two while performing the other tests in reverse driving, zig-zag and parking. All these exercises were indeed really tough with just a few drivers displaying good sense at the wheel.

Yash Kolekar and Ashok Sadhwani were without doubt the best of the lot. The former won the Maruti 800 general class scoring 74 points while the latter bagged the Zen class by virtue of a one point margin, scoring 78 ppoints to Kolekar's 77. In the general class for Maruti 800's, Sadhwani finished second (72) points ahead of Ashish Doshi (622). Sharad Uphadhaya (61) and Bharat Surti (52) in that order, while in the Zen class, Kolekar finished second ahead of Pranav Doshi (66), Rajiv Shah (62) and Satyen Gandhi (56).

Points were awarded on the basis of best timings recorded in each class. The participants were timed to the hundreth of a second with a 'touch' to any of the obstacles entailing a penalty of ten seconds, which would be deducted from the final timing. The best time recorded got 20 points followed by 18 for the second-best and so on.

By all accounts, Baroda's Maruti clientele gave a good account of themselves, particularly the women folk who came in numbers. There were 16 of them, unlike the lukewarm response that came at Goa and Coimbatore. Each proved a cool and competent customer as they went round the obstacle laden course. Giraben Chokshi emerged the best lady while Neeta Mehta was second Neelkamal Malhotra finished third.

"This was a great event. I have been driving for over two years but never had the opportunity like this", said Chokshi adding that she "enjoyed every moment of it". Neeta Mehta and Usha Chauhan too felt the same. Said, Chauhan, who was fourth in the Maruti 800 General class, "It was a unique experience. People must organise more events like this. I did not do too well, but I really got some valuable tips, particularly the parking part". Miss Chauhan went on to win the prize for the best decorated car. Her vehicle had a messsage for Peace in the world. With a globe atop the car and doves of thermocole stuck all over the vehicle. Hers was undoubtedly the best dressed vehicle.

Deepak Mehta was adjudged the best dressed participant. Despite turning out a rather poor performance on the field. Mehta was humble enough to declare that it was a well conceived event. "Driving in reverse was really great fun though tought. My wife and I learnt a lot. The next time Maruti have the event here I will be better prepared.

Sailesh Gala perhaps summed up the impressions of all "Too good. Why hadn't some one thought of this before. We were able to trying things we can't on roads. He said.

Sure all the participants are already looking forward to another event. May be, it will take another year for Maruti to fulfill that wish.

Servo Secunderabad Club Rally

Rathin Mehta with team mates Sandeep Dodhiwala and Pranav Bhatia in a Maruti Esteem won the Secunderabad Club Category with only 2 penalty points. Samir Patel and team also in a Maruti Esteem were placed second with 7 penalty points. Mrs. Chandini Bhoopal and her all ladies team were placed third with 25 penalty points.

Ketan Dodhiwala with team mates Om Prakash Modi and Darshan Bhatia in a Maruti 1000 won the A.P. Motor Sports Club category with 7 penalty points. V. Satish and team were placed second with 14 penalty points. Rajita Singh and team won the all ladies category for the sixth time and were placed third in A.P. Motor Sports Club category.

Earlier in the day 37 cars were flagged off by Mr.S.R. Sukumara, I.P.S., Commissioner of Police. The rally covered a distance of 110 kms which included nearly 55 kms of fast dirt stages. The rally finished at Secunderabad Club at 03:30 p.m. Later in the evening, Mr.K. Ramachandran, G.M. Sales, I.O.C. gave away the prizes to the winners at a glittering function at Secunderabad Club.

FMSCI Competition Licence

Procedure for Issue / Renewal of
FMSCI Competition Licences

The competitors should obtain a fresh competition licences for 1999 / renew the FMSCI competition licences which expired on 31-12-98. These Application form will be available at the club and will be issued free of cost.

The present procedure giving the documentation required group wise is given below :

Group A : To apply for new (fresh) restricted licence

The competitor has to submit application form obtainable freely from any member club or FMSCI Secretariat. The form should be certified by the applicant alongwith

1. Xerox copy of Civil Driving Licence certified by a Member Club or Notary Public.
2. A medical form completed by any doctor (registered medical practitioner).
3. Two numbers of passport size photographs (with name written at the back).
4. Demand Draft in favour of FMSCI towards licence fee. Refer insctructions given on reverse of the application form.

Group B : To apply for renewal of restricted licence

The competitor has to submit application form obtainable freely from any member club or FMSCI Secretariat. The form should be certified by the application along with

1. Xerox copy of Civil Driving Licence certified by a Member Club or Notary Public.
2. A medical form completed by any doctor (registered medical practitioner).
3. Old Restricted Licence Book.
4. Demand Draft in favour of FMSCI towards licence fee. Refer instructions given on reverse of the application form.

Group C : To apply for Optional Upgradation of restricted licence

The competitor has to submit application form obtainable freely from any Member Club or FMSCI Secretariat. The form should be certified by the application along with

1. Xerox copy of Civil Driving Licence certified by a Member Club or Notary Public.
2. A medical form completed by any doctor (registered medical practitioner).
3. Old Restricted Licence Book.
4. Two numbers of passport size photographs (with name written at the back).
5. Demand Draft in favour of FMSCI towards licence fee. Refer instructions given on reverse of the application form.

Group D : To apply for Compulsory Upgradation of restricted licence (seeded drivers / riders)

The competitor has to submit application form obtainable freely from any Member Club or FMSCI Secretariat. The form should be certified by the application along with

1. Xerox copy of Civil Driving Licence certified by a Member Club or Notary Public.
2. A medical form completed by any doctor (registered medical practitioner).
3. Old Restricted Licence Book.
4. Two numbers of passport size photographs (with name written at the back).
5. Demand Draft in favour of FMSCI towards licence fee. Refer instructions given on reverse of the application form.

Group E : To apply for renewal of Full Licence

The competitor has to submit application form obtainable freely from any Member Club or FMSCI Secretariat. The form should be certified by the application along with

1. Xerox copy of Civil Driving Licence certified by a Member Club or Notary Public.
2. A medical form completed by any doctor (registered medical practitioner).
3. Old Restricted Licence Book.
4. Demand Draft in favour of FMSCI towards licence fee. Refer instructions given on reverse of the application form.

Group f : To apply for renewal of Full Licence after a lapse of number of years.

The competitor has to submit application form obtainable freely from any Member Club or FMSCI Secretariat. The form should be certified by the applicant and countersigned by the President FMSCI along with

1. Xerox copy of Civil Driving Licence certified by a Member Club or Notary Public.
2. A medical form completed by any doctor (registered medical practitioner).
3. Old Restricted Licence Book.
4. Demand Draft in favour of FMSCI towards licence fee. Refer instructions given on reverse of the application form.

General procedure as under :

1. Application form to be correctly filled. Incorrect and incomplete applications will be returned unactioned. Clubs authenticating such licence application will be responsible for any delay in issue that may occur.

2. Applications should furnish correct address to avoid return of correspondence.

3. Emergency address should have the name of the addressee.

4. No competition licence will be sent to club or to any temporary address or be handed over to anyone unless under special case permitted by the President FMSCI / Executive Secretary.

5. Along with the competition licence for 1999 a computer name code for identification will be sent. This code to be used as reference in all future correspondence between the licence and FMSCI.

6. No renewal or change in category / type of licence will be progressed until the original licence / fee for loss / mutilation of licence, is received by the FMSCI Secretariat.

7. Payment should be invariably be by Demand Draft payable to the FMSCI at Chennai for the exact amount specified. No surplus amount will be refunded. Do not send cash. Cash if sent will be returned by money by Money Order at the cost of the application and all documents will be returned unactioned.

8. In case where the Civil Driving Licence expires and must be sent back to the FMSCI Secretariat along with xerox copy of renewed Civil Driving Licence for revalidation of the FMSCI Competition Licence and return.

In case Civil Driving Licence is renewed in time only a xerox copy of the revalidated Civil Driving Licence need to be sent to the FMSCI Secretariat for their files.
