Ground floor with garden or patios.

I would recommend the townhouses like Nanak Mansions, but it is not in top condition like Pebble Bay. The expatriate disliked Nanak Mansions. He loved the Pebble Bay Condos. If his budget is $4,000,  it is difficult to get a  3-bedroom unit within his budget unless there are no views as some Pebble Bay units face walls of the other condo. .
