You may not choose to use free services. There are drawbacks to using some free services not the least of which are overloaded servers. I recommend that you try the free services first and then you may wish to resort to paying for a service if you don't find what you want.

Probably the best bet is to start with free web hosting such as geocities offers. That way you'll have built-in features to help you in designing your page. Free does not mean "of no value". You may find it helpful to avail yourself of some of these services. Also the provider may do a little advertising in the exchange and facilitate their own service thereby.

After your page has been built, you will want to list it on several search engines and get links to it on other pages. It is much easier than you may think to list your page with many search engines like AltaVista, HotBot, WebCrawler and others. Just access the homepage for the search engine and look for the phrase: "add a page" / "list your URL" or something similar. Most of them will just ask for your URL and email address and then add you in a couple of weeks.
