Melt butter and pour into a 9x13 inch pan.
Mix the 2 cans of soup, the rice and the milk and pour into the pan.
Sprinkle with half of the onion soup mix,
the garlic powder and the pepper.
Place the chicken on top of the rice.
Sprinkle the rest of the onion soup mix on the chicken.
Cover and bake at 350 degrees for 1 1/2 to 2 hours.
