M is the head of MI6, and therefore Bond's boss. In the very first movie, it is clear that Bond and M do not always see eye-to-eye. Bond wants to keep his Beretta, but M forces him to give it up and start using the Walther PPK. M knows that Bond is the best agent in MI6, but never tolerates unneccessary trouble from him. In Goldfinger and several later movies, M threatens to pull Bond off a case and replace him with 008 if he doesn't start to shape up. In On Her Majesty's Secret Service, Bond goes to M's house, and in Live and Let Die, M goes to his. Although both times are on business, one can begin to see the relationship that M and Bond have. It is not quite like father and son, but it is something along those lines.
In Goldeneye, Sir Miles is no longer M, and Barbara Mawdsley assumes the position. Bond and the new M have trouble getting along at first. The new M seems more acerbic toward Bond, and is even less tolerant of his minor problems than Sir Miles was. Throughout the next three movies, Mawdsley grows closer to Bond. She begins to understans his methods, and realizes that he is the best agent she has. (Although she says she would never tell him.) She trusts Bond to get the job done. However, she won't do him any favors. When it looks like Bond has been leaking information under torture, she refuses to allow him back on duty. He has to re-earn her trust. Of course, he does; he's the best.
Q

First introduced as the armorer who gives Bond his new Walther, Major Boothroyd becomes known as Q, since he is head of the Quartermaster branch. Major Boothroyd is probably one of Bond's closer friends in MI6, although neither of them would admit it. This relationship can best be seen in The World is Not Enough, when Bond is worried about Q retiring, and also in Licence to Kill. Q does have a problem with Bond's sometimes immature nature, mostly because it can result in the destruction of his gadgets.
In Die Another Die, Major Boothroyd is no longer Q. R, introduced in TWINE, has moved up to the position of Q.

R, the man Q is grooming to replace him when he retires, doesn't have long to wait. In the next movie, he has ascended to the position of Q.
Miss Moneypenny

Moneypenny is M's secretary, but she's really more important than that. She always makes sure that Bond and M don't get too angry at each other, and she often gives Bond vital information, even when he's out in the field. She also prevented Bond from resigning his commission in On Her Majesty's Secret Service. In that movie, Bond calls Moneypenny "Britain's last line of defense."
Moneypenny and Bond have an interesting relationship. In Dr. No, Bond kisses her and holds her hand. It is obvious that he cares for Moneypenny, and that she cares for him, but that is the extent of their relationship. As Bond says in The World is Not Enough, their relationship is "close, but no cigar." The closest the two will ever get to consummating their relationship occurs in Die Another Day, when Moneypenny uses the virtual training devise to "play" with a virtual James Bond.
Bill Tanner

Tanner is MI6's Chief of Staff. Tanner has very small parts in The Man With the Golden Gun and For Your Eyes Only, which he is in because M is on leave. (This is the only movie the character of M wasn't in, and it was because a replacement hadn't been chosen for Bernard Lee, who died after Moonraker.) In the later movies, he has somewhat larger parts, but each time he is only in one or two scenes. In Goldeneye, he briefs Bond on the Tyger helicopter, and gets caught making fun of M. In The World is Not Enough, he explains how the money bomb that killed Sir Robert King worked.
In the books, Tanner is a much more important character, appearing in many of the books. Bond and Tanner are quite good friends in the books.
Charles Robinson
Movies: Tomorrow Never Dies, The World is Not Enough, Die Another Day

Robinson was first seen in the situation room, as Bond's contact when Bond is at the terrorist bazaar. Robinson is "white rook", and Bond is "white knight". Robinson is the one talking directly to Bond through headphones. In The World is Not Enough Robinson gives a minor briefing. He survives when several MI6 agents are killed by Elektra's men, since he was out in the helicopter, flying Bond to the pipeline. In Die Another Day, Robinson is the MI6 man present when Bond is traded for Zao. Later, Robinson appears to be killed, but it turns out that it was only in a virtual training program Bond is in.
Felix Leiter

Felix Leiter is one of Bond's most important allies. Introduced in the very first movie, Dr. No, Leiter is Bond's C.I.A. contact. In the first movie, Leiter is first seen looking down on Bond from a balcony, almost as if he is spying on Bond. This shows that Leiter is every bit as professional as James Bond, making sure he has the right man before making contact. Even then, Felix first meets Bond with a gun in his hand. However, throughout the movies, Felix and Bond become better friends, although Felix is never above calling Bond a limy. Nor is he above pointing out Bond's faults. When someone asks Felix in Goldfinger where Bond is going he says, "Ten'll get you one it's a drink or a dame."
In most of the movies, Felix has minor but important roles. He often provides Bond with important information, or makes sure he gets something he needs. In Thunderball, Felix flies a helicopter to help Bond find the missing sunken aircraft. Felix often has to fix the messes Bond makes. In both Diamonds Are Forever and Live and Let Die, Bond causes damage in a car chase, and both times Felix has to smooth things over. In DAF, Bond says that he has a friend named Felix who "can fix anything". It is clear that Bond trusts Felix, and can rely on him for help.
In Licence to Kill it is clear that Felix and Bond are not just allies; they are friends. Bond is Felix's best man at his wedding to Della Churchill, and Bond resigns his position and breaks dozens of laws in order to revenge the death of Felix's wife and the mutilation of Felix at the hands of a shark. At the end of that movie Felix is alive, but he has been in no subsequent movies.
It is interesting to note that in the books, Felix getting injured by a shark occurs in Live and Let Die, which is only the second book. Felix appears in many subsequent books, with one fake leg and a hook for one hand. Despite his infirmities, he still kicks ass, and saves Bond from trouble many times.
Quarrel
Movie: Dr. No

Quarrel is a local Jamaican, who assists Bond in a number of ways. The most important thing Quarrel does is take Bond to Crab Key, where Dr. No's headquarters are. Quarrel meets his unfortunate end there by being burned to death by the flame-thrower of a mechanized 'dragon'.
In the books, Quarrel first appears in Live and Let Die, and then later in Doctor No, where he meets the same end as in the movie. Since Quarrel was already dead by the Live and Let Die movie, the character of Quarrel Jr. was introduced.

Kerim Bay

Kerim Bay is the head of MI6's Station T in Turkey. He is Bond's major ally throughout his mission to get the lector. Kerim started out life as a circus freak, bending bars, but he has made quite a life for himself. He has many mistresses, and many sons, who do all of his most important work.
Aside from Kerim's official contacts, he is also friends with the local gypsies, and has a secret tunnel under his headquarters that leads to a periscope for spying on the Soviets.
Kerim is killed on the train by the end of the movie, when he and one of the bad guys shoot each other.

Pinder

Pinder is MI6's man in Nassau. He provides Bond with information, and allows him to use his headquarters. He also arranges to turn off all the power in Nassau to help Bond infiltrate Largo's estate.
'Tiger' Tanaka
Movie: You Only Live Twice
Actor: Tetsuro Tamba
Tanaka, known as Tiger by his friends, is the head of Japanese Intelligence. Tanaka tricks Bond into meeting him, by having him follow Aki. He tells Bond it is unwise to get into cars with strange women, but jokes that Bond will "get into anything with any woman." Tanaka seems to have a healthy sense of humor, laughing it off when he and Bond have to say "I love you" as the password. Tanaka seems to lead a fairly nice life, with a private underground train, and plenty of servant girls. After all, "In Japan, men come first."
Tanaka also has more serious connections, including an advanced ninja school, where Bond receives some training. To help Bond maintain cover, Tanaka has Bond turn Japanese and marry a local girl. He also puts a huge number of his ninjas at Bond's disposal. Without their help in attacking Blofeld's crater layer, Bond would almost certainly have failed his mission.
Henderson
Movie: You Only Live Twice

Bond meets Henderson in Japan, and immediately hits his leg with a cane. Bond wasn't trying to be mean, but was rather trying to verify that Henderson was who he claimed to be. He had lost his leg in Singapore. Henderson had been living in Japan for twenty-eight years when Bond meets him, but still refuses to completely adopt their ways. Henderson doesn't seem to know Bond as well as Bond knows him, since he offers Bond a martini that is 'stirred, not shaken'. Other than giving Bond some information, Henderson is not able to be much help, since he is stabbed in the back minutes after he meets Bond.

Draco is Tracy's father. He is also head of Draco Construction, a legitimate business, and the Union Corse, a European Crime Syndicate. He wants Bond to marry his daughter to help control her. He first offers him one million dollars in gold, and then information on Blofeld's whereabouts. He also helps Bond by attacking Blofeld's headquarters.
Shaun Campbell

Campbell is Bond's contact in Switzerland. He gives Bond some information about the Piz Gloria, but is unable to provide much further help, since he cannot get up to it. When he tries to climb to the Piz Gloria, he is caught and killed.

Willard Whyte is a millionaire industrialist, and owner of the Whyte House. He is a known recluse, and Blofeld uses this to his advantage. While most people believe Whyte is secluding himself in the top of the Whyte House, Blofeld really has him held in a secret location. Blofeld, with the help of Whyte's 'right hand man', Bert Saxby, then uses the Whyte business empire for his own schemes. Once Bond informs Whyte of this, he does what he can to help. The most important piece of information he gives Bond is somewhat by mistake. Bond sees an oil rig near Baha on the map of Whyte's possessions. Whyte says he doesn't have anything in Baha. This gives Bond a clue as to where to head next.

Quarrel Jr.

Strutter is one of Leiter's fellow CIA agents. Strutter helps Bond escape Mr. Big's men in Harlem, and also gives Bond information on Mr. Big. He is killed during a fake funeral procession.
Sheriff J.W. Pepper
Movie: Live and Let Die, The Man With the Golden Gun

It may be questionable to list Sheriff Pepper as one of Bond's allies. He starts out trying to catch Bond, who is illegally speeding through the Sheriff's territory. Once it is explained that Bond is a secret agent, Pepper laments "On whose side?". In the next movie, Pepper tags along in a chase as an unwelcome visitor. Pepper doesn't do much, but he does try to deal with the local authorities so that Bond doesn't have to. He also offers moral support, for what its worth, and thus I classify him as an ally.
Lt. Hip
Movie: The Man With the Golden Gun

Lt. Hip is one of MI6's men in Hong Kong. He 'arrests' Bond and takes him to the MI6 headquarters in Hong Kong. He also puts Bond in touch with Hai Fat, and he and his two nieces help Bond escape from the ninja school. Hip is a very good fighter.
Lazar
Movie: The Man With the Golden Gun

Listing Lazar as an ally was a tough decision. He does make the golden bullets for Scaramanga, but this does not make him bad. He is just doing his job. Also, since he puts Bond on Scaramanga's trail (after some minor convincing), I list him as an ally.

Commander Talbot is Captain of the H.M.S. Ranger, the British sub that had been captured by Stromberg's tanker. He and his men help Bond assail Stromberg's command center, but Talbot himself is killed by a grenade.

Vijay helps Bond while he's in India. Not only does he provide information and transportation, but he can handle himself in dangerous situations, and is an excellent driver. However, when he is keeping lookout for Bond he is attacked and killed with a yo-yo saw. With his dying breath he lets Q know that it was Kamal's men who attacked him.

Chuck Lee

Yip is Bond's C.I.A. contact. Bond meets him at a fish market, and Yip takes him out toward the docks where he gives Bond information of Dr. Mortner and Zorin. He also introduces Bond to a local fisherman who has noticed something unusual going on around Zorin's underwater pipes. As happens with many of Bond's allies, Yip does not live much longer; he is killed in his car.
Sir Godfried Tibbet
Movie: A View to a Kill

Tibbet poses as Bond's butler in order to stay close and provide him with help. He is the one who discovers the secret laboratory under the stable, and takes Bond there. While Tibbet seems to have a good snooping ability, his fighting skills are somewhat lacking. He is not much help when two men attack him and Bond. Bond ultimately finds Tibbet dead in his car, killed by one of Zorin's men.

Kamran Shaw

Kamran Shaw is the Deputy Commander of the Eastern District of the Mojahadin, the Afghan resistance. After Bond helps him escape a Soviet prison, Shaw reluctantly helps Bond to disrupt Koskov's opium smuggling. He supplies men, weapons, and horses at great risk to his operation. At the end of the movie, he and his men also try to see Kara's cello recital but show up late since they have trouble at customs.
General Leonid Pushkin

Pushkin is Gogol's successor as head of the KGB. However, in the movie he acts as an ally, helping to stop Gen. Koskov's plan by faking his own death.
Rosika Miklos

Rosika is one of MI6's Soviet agents. She tells Bond how to use the oil pipeline to smuggle Koskov out of the country. She also uses her...assets...to keep the pipeline supervisor busy when the alarms start to go off.
Saunders

Saunders is Head of Section 8 in Vienna. Getting Koskov's defection is "his baby", but when things go wrong it is Bond who has to fix them. Saunders gets upset when Bond didn't shoot Kara. Saunders appears again in the movie, giving Bond information (and probably keeping tabs on him, too). This somewhat untrusting but helpful ally is killed when Necros rigs two automatic-sliding doors to crash together. A balloon with the words "Smeryt Spionem", death to spies, is left on his corpse.

Sharky

Sharky is a mutual friend of Felix Leiter and James Bond. When Felix is "fed" to a shark, Sharky helps Bond go after the killers. He goes with Bond to Krest's warehouse and saves Bond from Killifer, although this is somewhat by accident. Sharky also has a chartering service, and he uses his boat to help Bond get to the WaveKrest. Sharky ends up being killed by Krest's men, but Bond avenges him, as well as Leiter.

Jack Wade

Wade seems to have replaced Leiter as Bond's C.I.A. contact in the more recent movies. Wade is a different kind of agent than Bond. When they first meet, Bond gives a password. Instead of giving the other half, Wade calls him a "stiff-assed Brit". Bond, however, needs proof of Wade's identity. This comes in the form of a rose tattoo on his butt, with the name "Muffy" below it. (Muffy is Wade's third wife.) Wade is less formal than Bond, calling him Jimmy and even Jimbo. In Goldeneye, Wade puts Bond in contact with Zukovsky, and also helps him while he is in Cuba. In Tomorrow Never Dies, Wade helps Bond get to the sunken ship Devonshire, which is in Vietnamese waters.
Valentin Zukovsky
Movies: Goldeneye, The World is Not Enough

This was a tough call, but I place Zukovsky in the "ally" section. At one point he and Bond were enemies. Bond even shot him in the knee. In Goldeneye, Zukovsky threatens to shoot Bond, but ends up helping him, for a price, by getting him in touch with Janus. In The World is Not Enough, Zukovsky claims to have gone legitimate and is the owner of Zukovsky's Finest caviar company and a casino. He also, again reluctantly, assists Bond by helping Bond figure out Renard's plan. Zukovsky also assaults Elektra's castle, although this is partially because his nephew's submarine has been stolen. At the end of the movie, Zukovsky is dying after being shot by Elektra, and his last action is to shoot the lock off of Bond's arm shackle, probably saving his life. Bond is then able to save the day. Therefore, Zukovsky is an ally, even if he is a reluctant one at times.

Sir Robert King

Although King doesn't really help Bond in any way, he is a friend of M, and relies on MI6 for help. Since I thought he should be mentioned somewhere, and since he's not a villain or a Bond girl, I threw him in here. King is the wealthy owner of the King oil pipeline. His daughter, Elektra was kidnapped by Reynard. M told King not to pay the ransom until they could find Reynard. Elektra was twisted, and became evil. She kills her father with an exploding lapel pin, so that she can own the pipeline.

Damian Falco

Falco is Jynx's boss at the NSA. He is present when Bond is traded for Zao, and gets angry at M when Bond escapes. Later, Falco represents America's interests when they are deciding whether or not to attack Moon's troops. He sends Jynx with Bond, when they try to kill Graves.
Chang
Movie: Die Another Day
Actor: No Yi
Chang runs a hotel in Hong Kong that Bond seems to be a regular at. Chang treats Bond like an honored guest, opening up the presidential suite, providing clothes, food, and a bottle of Bollinger '61. He also sends up a masseuse, but Bond realizes she is a spy. Chang works for Chinese Intelligence, but Bond has always known this. Bond asks for Chang's help in finding Zao. After clearing with his superiors in Beijing, he locates Zao in Cuba and gives Bond a passport and transportation to get there.
Raoul
Movie: Die Another Day

Bond meets Raoul in Cuba. Raoul tells Bond about Grave's diamond mine, and about the "beauty parlor" at Los Organos. He also provides Bond with a gun and a car.

Mathis is Bond's contact while in France on the Royale mission. Although in the movie it is questionable whether or not Mathis was working for Le Chiffre, in the books Mathis is good, so I'm giving him benefit of the doubt for now.
