Hacksaw (1999)

The Story:

Blake Glicken is a tool-and-die shop worker who comes to work one day to find the dismembered body of a woman. Illiterate Detective Larry Lindenmuth finds out that the woman was dismembered with a hacksaw.
Blake is the prime suspect, he being an evil drunkard of a man who beats his retarted son, Chas, much to the dismay of Chas' girlfriend Gaylen.
But, who is the killer? Is it really Blake? It could be anyone! A web of murder and illicit love results.

Behind the scenes:

"Hacksaw was one of those gory potboilers that I had been wanting to do for a while." Scott recalls. "A few of the characters are very loosely based on people I know or knew at the time of filming in 1999. That's probably not a good thing for filmmakers to do, but I did it as a tribute, not as an insult."
