There shall be no more than seven Houses.
Article 4: Governmental Authority
Section 1: General
- The government of Tyre Tangiere has the authority to declare war and to conclude peace; to form alliances with foreign powers and to make treaties with them.
- The government of Tyre Tangiere has the authority to maintain military forces, including land, naval and air space forces, to protect the interests and rights of the citizens of Tyre Tangiere, to keep them safe from foreign attack and at the request of a Province or during a declared emergency to prevent or supress armed insurrection.
- Except in case of war or of declared emergency, the government of Tyre Tangiere may not enter into debt; nor may Congress approve any bill for which it has not allocated sufficient funds from the treasury of Tyre Tangiere. No money will be drawn from the treasury except appropriations made by law and a regular statement and account of receipts and expenditures of all public money shall be published annually.
- The government has the responsibility of coining money and establishing a national bank.
- The government of Tyre Tangiere has the authority of conducting a census every 5 years for the purpose of social programs.
- The government of Tyre Tangiere has the authority to establish and maintain national parks, forests, wetlands and other wildlife areas for the purpose of protecting these places and their ecosystems for the enjoyment of future generations.
- The government of Tyre Tangiere has the authority, with or without the assistance of foreign powers to develop and protect resources of space and of other bodies in the solar system.
Article 5: The Legislative Branch
Section 1: General Provisions
- The legislative authority of Tyre Tangiere shall reside in a congress, which shall be split into two houses, the House of Lords and the House of commons, and which shall be the original lawmaking body of Tyre Tangiere.
- Congress shall have as its presiding officer a Speaker. The Speaker shall be the Chancellor. The Speaker shall not vote, except to break a tie. The Speaker will decide which issues are debated and for how long.
- Congress shall assemble at least once in every year, and such meeting shall be on the first day of April unless they by law appoint a different day.
- Congress shall be the judge of the elections and returns of its own members, and a majority constitute a quorum to do business; but a smaller number may adjorn from day to day, and may be authorized to compel the attendence of absent members, in such a manner and under such penalties as Congress may provide.
- Congress may determine the rules of its proceedings, punish its members for disorderly behavior, and with the concurrence of two thirds of its members, expel a member.
- Congress shall keep a journal of its proceedings, and annually publish same, excepting such parts as may in their judgement require secrecy; and the yeas and nays fo the members on any question shall, at the desire of one fifth of those present, be entered into the journal.
- Members of Congress shall in all cases except treason, felony, and breach of the peace be privileged from arrest during their attendance at Congress, and in going to and returning from same; and for any speech or debate in Congress, they shall not be questioned in any other place.
Section 2: Legislative Authority
- Approved legislation shall be presented to the Prince for his approval or disapproval. If the Prince disapproves of the bill, it shall be returned to Congress.
- Congress shall have the authority to regulate commerce with foreign powers and among the Provinces.
- Congress shall have the authority to promote the progress of science and art by securing for limited times to authors, artists and inventors the exclusive right to their respective writings and discoveries.
- Congress shall have the authority of impeachment. When sitting for that purpose, they shall be under oath. When the Leader is tried, the Lord Chief Justice will preside. No person shall be convicted without three fifths majority. Judgement shall not extend further than removal and ban from office.
- Congress shall have authority to make laws that may be necessary for carrying into execution the foregoing powers.
Section 3: Congressional Bodies
- Congress shall be composed of a House of commons and a House of Lords.
- The House of Lords shall be comprised of members of the noble houses of Tyre Tangiere. Members of the House of Lords shall be appointed by the Prince of Tyre Tangiere for one term of six years. Any vacancies within the House of Lords shall be filled by the Prince of Tyre Tangiere.
- The House of Commons shall be composed of representatives of the population of Tyre Tangiere. Members of the House of Commons shall be elected into office by popular vote for a term of four years. Members of the House of Commons can be reelected up to five times.
- Members of the House of Commons must pass a vote of confidence each year by thier constituents, to ensure that they are accurately representing the electing body. A three fourths majority of voters must be obtained in order for a member to fail a vote of confidence. Upon failing a vote of confidence, a member is removed from office permanently and may not be allowed to run again. The Chancellor will then call for a new election to fill the vacant seat.
- The Prince shall call for Congressional elections no later then March 1, 2002. Until such time as Congress is seated, the Congress's authority shall be invested in a Council of Ministers appointed by the Leader.
- The Prince shall be the judge of the first congressional elections and shall determine the methods by which the election shall be conducted.
Article 6: The Executive Branch
Section 1: The office of the Prince
- The executive authority shall reside in the Prince of Tyre Tangiere, who shall be head of state and the Tyrian government and shall be exercised through a cabinet of Ministers.
- The Prince shall recommend to Congress such plans, legislation and action as may be necessary; shall address Congress once a year on the state of the nation; may on extraordinary occasions convene Congress and in case of a failed vote of confidence by the citizens, may dissolve Congress and call for new elections which must take place within 30 days.
- The Prince of Tyre Tangiere shall receive ambassadors and other public ministers. Treaties or agreements with foreign powers, negotiated under the Prince's authority, shall be in effect unless objected to by a majority of Congress within 30 days.
- The Prince shall be the commander in chief of military forces.
- The Prince shall have the authority to grant reprieves and pardons, except in cases of impeachment.
- The Prince shall take care that the laws are faithfully executed.
- The Prince and all civil officers shall be removed from office on impeachment, on conviction of treason, perjury or other crimes against Tyre Tangiere.
- The Prince shall have the authority to confer titles of nobility, rank, orders and other marks of honor and distinction. The Prince shall likewise determine the conditions and procedures for granting the same.
- The Prince shall have the authority to promulgate government decrees on such matters as he sees fit.
- The Prince will be elected every 10 years. In the case of not being challenged at the end of his term the Prince will continue to serve a new term. In the case of death or abdication, new elections will be held within 30 days, the Lord Chief Justice will preside over the elections.
- The coronation oath shall be: I swear that I will faithfully honor and execute my duties and obligations as Prince of Tyre Tangiere, and will to the best of my abilities, preserve, protect, honor and defend Tyre Tangiere and the Tyrian people.
Section 2: The Executive Departments
- The Senate shall appoint from Congress a Chancellor to serve as Head of Government of Tyre Tangiere, answerable directly to the Prince, to serve so long as he shall not fail a vote of confidence by the citizens.
- Responsible to the Chancellor and the Prince there shall be a cabinet consisting of a Censor and Ministers for the Executive Departments of: Defense, State, Interior and Justice.
- The Cenosor. Each Minister shall appoint a Censor to issue those edicts necessary to carry out those tasks in which they are mandated by this Constitution and the law to engage. The Censors may appoint clerks to assist them with administrative and other tasks as they shall see fit.
- The Minister of Justice shall adivise government agencies in legal matters and shall represent them before the Courts or appoint someone to do so.
- The Minister of Defense shall supervise the military forces of the Tyrian government. The Minister of Defense shall supervise the Tyrian civilian security force and the security force of the Congress and the Leader. The Minister of Defense shall supervise the foreign policy of the Tyrian government and the maintenance of its embassies and diplomats and shall render advise to the Prince and the Chancellor regarding the same.
- The Minister of Interior shall develop the mercantile policies of Tyre Tangiere and in the regards of foreign powers, shall promote the exploration and development of space and of other bodies in the solar system, and shall supervise all aspects of the energy requirements for the Tyre Tangiere as well as its industrial needs. The Minister of State shall supervise the national parks, forests, wetlands and other wilderness areas of Tyre Tangiere as well as the maintenence of water, waste and garbage treatment plants; The Minister of Interior shall supervise the expansion and the advancement of science and technology within the Trye Tangiere. The Minister of Interior shall supervise all aspects of public transportation within Tyre Tangiere and its communication systems and shall render advise to the Prince and Chancellor regarding the same.
- The Minister of State shall supervise the social and welfare programs of Tyre Tangiere. The Minister of State shall gather, archive, and disburse such information and propaganda as may be necessary for the operation of the Tryian government, without abridging the rights of the citizens of Tyre Tangiere nor breaking its laws. The Minister of State shall undertake to inform the citizens of Tyre Tangiere of general and specific threats to their health, safety, and well being as shall come to his attention. The Minister of State shall maintain the treasury of the Tryian government and privide for the orderly collection of revenue, supervise expenditures, and shall render advice to the Prince and the Chancellor regarding the same.
- The Prince appoints the Ministers, with approval of the Congress, based upon thier qualifications.
Article 7: The Judiciary Branch
Section 1: General Provisions
- The Judicial authority shall reside in the Supreme Court.
- Congress may establish other Courts upon the recommendation of the Lord Chief Justice.
- The Lord Chief Justice of Tyre Tangiere shall preside over the judicial system. The Lord Chief Justice is appointed by the Prince, for a term of five years, upon approval by the Congress.
- The Lord Chief Justice may suspend members of any court for incapacity or violations of rules. Congress may, by a vote of two thirds majority, reinstate a suspended judge within 30 days.
- The Lord Chief Justice shall apoint all judges of courts with the exception of the Supreme Court. Congressional approval is needed to appoint a judge.
- High Courts shall have nine members.
- The Supreme Court may decide whether, in litigation coming to it on appeal, whether constitutional provisions have been violated or standards have not been met.
- The Supreme Court may decide whether international law, recognized treaties with foreign powers, has been ignored or violated.
- The Courts of the districts shall have original jurisdiction.
