Plans and Powers
of the Provisional Government

Preamble

We, the people of Tyre Tangiere, do ordain and establish our nation's lawful position among the sovereign nations of the earth in accordance with common law and the laws of nations, and by these acts do establish the government of Tyre Tangiere in this its provisional mode.
It is with solemn resolve and respect that the people of Tyre Tangiere pledge their commitment towards their North American kindred relations of the several Nations of North America, to act with all possible aid in salvaging their lands and sovereignty. The people of Tyre Tangiere shall endeavor to promote liberty, peace, friendship, and respect for all cultures and religions as private and sacred to all peoples. It is to that end that we and our posterity are now committed.

Article 1

Authority
In accordance with the laws of nations and by the acts perfected by the political body known as The Mansfield Commission, the acts of the Citizens of Tyre Tangiere have brought about the constitution of the lawful de jure government of this nation. It is to that perfection that this provisional government is hereby instituted, to serve until, a proper constitutional convention is convened and a fully operational government, duly elected by the people of Tyre Tangiere, is in place.

Article 2

Foundation and Form
The provisional government of Tyre Tangiere hereby adopts and incorporates as the basis of its foundation and form the Plans and Powers of the Provisional Government of Tyre Tangiere of January 1, 2000; the Declaration of Independence of January 6, 2000; the Constitution of Tyre Tangiere, done March 1, 2000; and the Common Law of Tyre Tangiere as Adopted and Perfected by Political Judgment on August 24, 2000.

Article 3

Boundaries of the Nation
By the institution of this provisional government, Tyre Tangiere shall have no official boundries but shall coexist in space occupied by the various countires of the North American continent.

Article 4

Creation of Government
The provisional government of Tyre Tangiere shall consist of a General Council, which includes a Prince and Chancellor. Subsequent vacancies shall be filled by the body of the General Council, whose original officers were elected from the floor of the convention of March 1, 2000.

Article 5

Powers of the General Council

Section 1
The General Council shall devise ways and means to assist the Prince in the discharge of his duties; develop and implement a plan for the transition of the existing de facto government operating on the soil of Tyre Tangiere; provide for this plan to encompass privatization, decentralization, deregulation, and elimination of governmental excess; and secure limited government. The General Council shall pass no law except as required in case of national emergency.
Section 2
Two-thirds of the members of the General Council shall form a quorum to do business.
Section 3
The General Council shall have the authority to hear and judge all cases usual in high courts of admiralty.
Section 4
The General Council shall have the power to make treaties and to authorize ambassadors and consuls of Tyre Tangiere.
Section 5
The following positions, in order of chain of command, shall comprise the General Council: Prince, Chancellor, Minister of State, Minister of Justice, Minister of Defense, Minister of the Interior.

Article 6
Duties and Responsibilities of Officers

Section 1
The officers of Tyre Tangiere shall be governed by this document and subsequent attachments, in accordance with the common law.
Section 2
The Prince shall be the chief executive and chief spokesman for Tyre Tangiere. When the General Council is seated as a high court of admiralty, he shall preside as Chief Magistrate. He shall be the Commander-in-Chief of the Tyre Tangiere defense forces.
Section 3
The Chancellor shall be responsible for moderating and coordinating all meetings of the General Council. He shall perform the official duties of the Prince in case of absence or inability of the Prince.
Section 4
The Minister of State shall serve as archivist for the provisional government. He shall be responsible for the issuance of Tyre Tangiere passports, and shall maintain a duplicate repository of information and documentation for the offices of the General Council. He shall serve as liaison to foreign nations and shall direct ambassadors and consuls of the Principality.
Section 5
The Minister of Defense shall serve as liaison to all commanders of militias. He shall be responsible for the design and implementation of programs to facilitate the organization and preparation of the defense forces of Tyre Tangiere. He shall answer directly to the Prince and to the General Council.
Section 6
The Minister of Justice shall be responsible for representing the Principality in all domestic legal matters and in all legal actions undertaken for the protection of the people of Tyre Tangiere.
Section 7
The Minister of the Interior shall be responsible for the formulation of programs and plans to facilitate the privatization of Tyre Tangiere public lands, to assist in restoring local government and educational control to the people of Tyre Tangiere, and to encourage the introduction of new products and technologies to advance and expand Tyre Tangiere industries and agriculture.

Article 7
Operations of Meetings

Section 1
All meetings conducted by this provisional government shall operate according to the rules and procedures of the 1915 edition of Roberts Rules of Order.
Section 2
At all meetings of the General Council, the Great Seal of Tyre Tangiere shall be affixed in endorsement of all actions enacted and attested as done by the provisional government of Tyre Tangiere, with the endorsements of the Prince and all concurring General Council members.


Signed and executed by the delegates in convention and attested by the secretary of the convention, done March 1, 2000; amended by subsequent acts and actions of the provisional government and resolutions passed by the General Council of Tyre Tangiere, pursuant to Article 7, all of which are of record and maintained in the archives of Tyre Tangiere; and further amended and approved by full concurrence of the General Council of and for Tyre Tangiere on the 1st day of March, in the year two thousand, in witness whereof the Great Seal of Tyre Tangiere is affixed.
