...or DE FACTO PRESIDENT?

[REORGANIZING THE WHITE HOUSE...or
REINVENTING GOVERNMENTand ETHICS]

"During the 1980s, at the instigation of the ROCKEFELLERS and the oil interests,
[Vice President GEORGE] BUSH was among those SHIPPING WEAPONS INTO IRAQ in
their war with IRAN. The purpose was to KEEP LARGE OIL SUPPLIES OFF THE
MARKET, or to destroy the same, to bolster the sagging price of crude.

"Among the weaponry items were the apparatus and/or ingredients for POISON
GAS and CHEMICAL/BIOLOGICAL warfare production reportedly from AMERICAN
LAFARGE COMPANY, the US unit of a French firm. Having a large financial stake in the
firm was BUSH, and on the Board of Directors was HILLARY RODHAM CLINTON..." [1]

"During the '92 presidential campaign, the glossy feminist magazine, 'VANITY
FAIR' boasted: 'It is HILLARY RODHAM CLINTON, lawyer-activist-teacher-author-
corporate boardwoman-mother and wife of BILLSOMETHING, who is the diesel engine
powering the front-running Democratic campaign.'

"HILLARY herself, though, is more modest and unassuming, at least she's eager
to APPEAR that way in public. She's willing to grant her husband co-president status. 'If
you vote for my husband, you get ME. It's a two-for-one, blue-plate special,' she told the
press." [2]

Immediately following the November 1992 election, HILLARY received an amazing
and very telling letter. Note that the congratulations and instructions are given almost
exclusively to HILLARY - not to her newly-"elected" husband, BILL:

Dear HILLARY:

"I still cannot believe YOU won. But utter delight that YOU did pervades all the
circles in which I move. I met last Wednesday in DAVID ROCKEFELLER's office with him,
John Sculley, Dave Barrab and David Haselkorn. It was a great celebration. Both John
and David R. were more expansive than I have ever seen them - literally radiating
happiness. My own view and theirs is that this country has seized its LAST CHANCE. I am
fond of quoting Winston Churchill to the effect that 'AMERICA ALWAYS DOES THE
RIGHT THING - after it has exhausted all the alternatives.' This election, more than
anything else in my experience, proves his point.

"The subject we were discussing was what YOU AND BILL SHOULD DO now
about EDUCATION, TRAINING and LABOR MARKET POLICY. Following that meeting, I
chaired another in Washington on the same topic. Those present at the second meeting
included Tim Barnicle, Dave Barram, Mike Cohen, David Hornbeck, Hillary Pennington,
Andy Plattner, Lauren Resnick, Betsy Brown Ruzzi, Bob Schwartz, Mike Smith and Bill
Spring. Shirley Malcolm, Ray Marshall and Susan McGuire were also invited. Though
these three were not able to be present at last week's meeting, they have all contributed
to the ideas that follow. IRA MAGAZINER was also invited to this meeting. [Magaziner will
soon play an important role in another program of HILLARY'S]

"Our purpose in these meetings was to propose concrete actions that the
CLINTON ADMINISTRATION could take - between now and the inauguration, in the first
100 days and beyond. The result, from where I sit, was really exciting. We took a very
large leap forward in terms of how to advance THE AGENDA ON WHICH YOU AND WE
HAVE ALL BEEN WORKING - a practical plan for PUTTING ALL THE MAJOR
COMPONENTS OF THE SYSTEM IN PLACE WITHIN FOUR YEARS, by the time BILL has to
run again...What follows comes in three pieces:

"FIRST, a vision of the kind of NATIONAL - NOT FEDERAL - HUMAN RESOURCES
DEVELOPMENT SYSTEM...interwoven with a NEW APPROACH TO GOVERNING that
should inform that vision. What is essential is that WE create a SEAMLESS WEB OF
OPPORTUNITIES to develop one's skills THAT LITERALLY EXTENDS FROM CRADLE TO
GRAVE [study the COMMUNIST MANIFESTO for the origin of this concept]...REGULATED
ON THE BASIS OF OUTCOMES...

"SECOND, a proposed LEGISLATIVE AGENDA YOU CAN USE to implement this
vision. We propose four high priority packages that will enable YOU to move quickly on
campaign promises:

1."The FIRST would use YOUR PROPOSAL for an APPRENTICESHIP SYSTEM as
the KEYSTONE of a strategy for putting a whole NEW POST-SECONDARY TRAINING
SYSTEM in place. That system would incorporate YOUR PROPOSAL for reforming post-
secondary education FINANCE...rolling out and scaling up the whole NEW HUMAN
RESOURCES SYSTEM nationwide over the next four years, using the (renamed)
APPRENTICESHIP idea as the ENTERING WEDGE.

2."The SECOND would combine initiatives on dislocated workers, a rebuilt
employment service and a new system of labor market boards to offer the CLINTON
ADMINISTRATION'S EMPLOYMENT SECURITY PROGRAM...

3."The THIRD would concentrate on the overwhelming problems of our INNER
CITIES...

4."The FOURTH would enable YOU to take advantage of legislation on which
CONGRESS has already been working to ADVANCE THE ELEMENTARY AND
SECONDARY REFORM AGENDA.

"The other major proposal we offer has to do with GOVERNMENT ORGANIZATION
FOR THE HUMAN RESOURCES AGENDA...creating an opportunity for the new
administration to MOVE LIKE LIGHTNING to implement its HUMAN RESOURCES
DEVELOPMENT proposals. We hope YOU can consider the merits of this idea quickly,
because, if YOU decide to go with it or something like it, it will greatly affect the nature of
the offers YOU make to prospective cabinet members. [shouldn't BILL be the one who
considers ideas and makes offers to prospective cabinet members? I would have sworn
HE was the one we "elected" PRESIDENT?!]

"We take the proposals BILL put before the country in the campaign to be utterly
consistent with the ideas advanced in AMERICA'S CHOICE, the school restructuring
agenda first stated in A NATION PREPARED and later incorporated in the work of the
NATIONAL ALLIANCE FOR RESTRUCTURING EDUCATION, and the elaboration of this
view Ray and I tried to capture in our book, THINKING FOR A LIVING. Taken together, we
think these ideas constitute a consistent vision for a NEW HUMAN RESOURCES
DEVELOPMENT SYSTEM for the United States...

"The economy's strength is derived from a whole population as skilled as any in
the world, working in workplaces organized to take maximum advantage of the skills
those people have to offer. A SEAMLESS SYSTEM of unending skill development that
BEGINS IN THE HOME WITH THE VERY YOUNG, and continues through SCHOOL, POST-
SECONDARY EDUCATION and the WORKPLACE.

"Clear NATIONAL STANDARDS OF PERFORMANCE in GENERAL EDUCATION
(the knowledge and skills that everyone is expected to hold in common) are set to the
level of the best achieving nations in the world for STUDENTS OF 16, and public schools
are expected to bring all but the most severely handicapped up to that standard. Students
get a CERTIFICATE when they meet this standard, allowing them to go on to the next
stage of their education...We have a national system of education in which curriculum,
pedagogy, examinations and teacher education and LICENSURE SYSTEMS are all linked
to the National Standards...This new system of LINKED STANDARDS, CURRICULUM AND
PEDAGOGY will abandon the AMERICAN TRACKING SYSTEM, combining high academic
standards with the ability to apply what one knows to real world problems and qualifying
all students for A LIFETIME OF LEARNING in the post-secondary system and at
work...School professionals are paid at a level comparable to that of other professionals,
but they are expected to put in a FULL YEAR, to spend whatever time it takes to do the
job and to be fully accountable for the results of their work...Nothing less than a WHOLLY
RESTRUCTURED SCHOOL SYSTEM can possibly bring all of our students up to the
standards ONLY A FEW [!] have been expected to meet up to now... [too bad these idiots
couldn't check our history - for hundreds of years MOST of our students SURPASSED the
present standards by a country mile!]

"...Eighty percent or more of American high school graduates will be EXPECTED
to get some form of COLLEGE DEGREE...This idea of POST-SECONDARY
PROFESSIONAL and TECHNICAL CERTIFICATES captures all of the essentials of the
APPRENTICESHIP idea...But it also makes clear that those engaged in apprentice-style
programs are...continuing their education...and building a base for MORE EDUCATION
LATER...

"...Loan defaults are reduced to a level close to zero, both because programs that
do not deliver what they promise are not selected by prospective students and because
THE NEW POST-SECONDARY LOAN SYSTEM USES THE IRS TO COLLECT WHAT IS
OWED from salaries and wages as they are earned.

"...The new GENERAL EDUCATION STANDARD becomes the target for all basic
education programs, both for school dropouts and adults. Achieving that standard is the
prerequisite for enrollment in all professional and technical degree programs...

"The EMPLOYMENT SERVICE is greatly upgraded and separated from the
UNEMPLOYMENT INSURANCE FUND. All available front-line jobs - whether public or
private - must be listed in it BY LAW...A system of LABOR MARKET BOARDS is
established at the local, state and federal levels to coordinate the systems for job
training, postsecondary professional and technical education, adult basic education, job
matching and counseling. The REBUILT EMPLOYMENT SERVICE is supervised by these
boards. The system's clients no longer have to go from agency to agency filling out
separate applications for separate programs.

"It is all taken care of at the local labor market board office by ONE COUNSELOR
accessing the integrated computer-based program, which makes it possible for the
counselor TO DETERMINE ELIGIBILITY for all relevant programs at once, plan a program
with the client and ASSEMBLE THE NECESSARY FUNDING from all the available sources
[ONE person will hold your life and your future in his hands!]...the object is to have a
performance- and client-orientated system to encourage local creativity and responsibility
by getting local people to commit to high goals and organize to achieve them, SWEEPING
AWAY as much of the RULES, REGULATIONS AND BUREAUCRACY that are in their way
as possible...Wherever possible, we would have SERVICE PROVIDERS COMPETE WITH
ONE ANOTHER FOR FUNDS...[That is exactly what is happening with all governmental
and non-governmental agencies today, i.e. the IRS, the HMOs, etc., which is why their
representatives have become so greedy and lacking in humanity!]

"Create NATIONAL BOARD FOR PROFESSIONAL AND TECHNICAL STANDARDS.
Board is private not-for-profit chartered by Congress...Charter specifies that the National
Board will set broad performance standards...It also specifies that the programs leading
to these CERTIFICATES and DEGREES will combine time in the CLASSROOM with time
at the WORK-SITE in structured on-the-job training...LEGISLATION creating the BOARD
is sent to the CONGRESS in the FIRST SIX MONTHS OF THE ADMINISTRATION,
imposing a deadline for creating the standards and the exams WITHIN THREE YEARS of
passage of legislation...

"The bill establishing the Board should also AUTHORIZE THE EXECUTIVE
BRANCH TO MAKE GRANTS TO INDUSTRY GROUPS, PROFESSIONAL SOCIETIES,
OCCUPATIONAL GROUPS AND STATES to develop standards and exams. [In other
words, a BLANK CHECK!]

"The object is to create a single comprehensive system for professional and
technical education that meets the requirements of everyone from high school students
to skilled dislocated workers, from the hard core unemployed to employed adults who
want to improve their prospects... [Now, isn't that nice? A "one-size-fits-all" system. Let's
get rid of all individuality - exactly as they do in COMMUNIST nations!]

"The problem of upgrading the skills of high school dropouts and the adult hard-
core unemployed is especially difficult. It is also at the heart of the problem of our INNER
CITIES...As you know very well, the HIGH SKILLS; COMPETITIVE WORKFORCE ACT
sponsored by SENATORS KENNEDY and HATFIELD and CONGRESSMEN GEPHARDT
and REGULA provides a READY-MADE VEHICLE for advancing many of the ideas we
have outlined...

"EARLY CHILDHOOD EDUCATION should be combined with quality DAYCARE to
provide WRAP-AROUND PROGRAMS that enable [force?] working parents to drop off
their children at the beginning of the work day and pick them up at the end...

"We propose, FIRST, that the PRESIDENT appoint a NATIONAL COUNCIL ON
HUMAN RESOURCES DEVELOPMENT...

"SECOND, we propose that a new agency be created, the NATIONAL INSTITUTE
FOR LEARNING, WORK AND SERVICE...In this scheme, the DEPARTMENT OF
EDUCATION would be free to focus on putting the new student performance standards in
place and managing the programs that will take the leadership in the national
RESTRUCTURING of the schools. Much of the financing and disbursement functions of
the higher education program would move to the TREASURY DEPARTMENT, leaving the
higher education staff in the new Institute to focus on matters of substance [Yeah! Like
the "dumbing down" and brainwashing of our kids!]...

"RADICAL CHANGES IN ATTITUDES, VALUES, AND BELIEFS are required to
move any combination of these agendas...the agenda cannot be moved unless there is
AGREEMENT among the GOVERNORS, the PRESIDENT and the CONGRESS. BILL's role
at the CHARLOTTESVILLE SUMMIT leads naturally to a reconvening of that group,
perhaps with the addition of KEY MEMBERS OF CONGRESS and others.

"But we think that having an early summit on the subject of the whole human
resources agenda would be risky, for many reasons. Better to build on BILL's enormous
success during the campaign with NATIONAL TALK SHOWS, in SCHOOL GYMNASIUMS
and the BUS TRIPS. He could start on the CONSENSUS-BUILDING progress this way,
taking his message directly to the public, while submitting his LEGISLATIVE AGENDA
and working it on the HILL. After SIX MONTHS or so, when the public has warmed to the
ideas and the legislative packages are about to get into hearings, then you might
consider some form of SUMMIT, broadened to include not only the GOVERNORS, but
also KEY MEMBERS OF CONGRESS and others whose support and influence are
important. This way, BILL can be sure that the agenda is HIS [?!], and he can go into it
with a groundswell of support behind him.

"That's it. None of us doubt that YOU have thought long and hard about many of
these things and have probably gone way beyond what we have laid out in many
areas...[neither do I!] We would, of course, be very happy to flesh out these ideas at
greater length and work with anyone YOU choose to make them fit the work that YOU
have been doing."

"Dan Rather, anchorman for CBS EVENING NEWS, in a fascinating response to a
question put to him in Indianapolis regarding HILLARY's role in Washington, D. C.,
stated:

'Being President is a job for just ONE person. And for the next four years, that
person is HILLARY.' " [4]

"In 1996, retired FBI SPECIAL AGENT GARY ALDRICH released a book that shook
Americans to their very core: 'UNLIMITED ACCESS.' Despite the best efforts by the White
House to demonize Gary and his book, it has survived and become the ultimate portrait of
White House anarchy. The more we learn, the more we know this inside look at the
CLINTON ADMINISTRATION is chillingly true:

"For more than three decades the FBI, the Secret Service, and the President's
counsels had worked as a team to 'clear' the hundreds of new staff members who come
with a new president...If we found character problems, we would often go beyond
investigating the basics - like credit reports - to looking into phone logs, medical records,
and other detailed reports that would help us decide whether a character problem would
'wash out' or whether it was an indelible stain that the White House counsel needed to be
aware of in order to protect the president and the presidency...

"...There are about seventy days between the election and the inauguration -
sufficient time to complete a large number of SPIN [Special Inquiry Unit] cases. But, for
some reason, there weren't many cases coming in. The only big influx of cases had been
at Christmas, when numerous cabinet-level and other appointments were dumped into
the system AFTER THESE APPOINTMENTS HAD ALREADY BEEN MADE PUBLIC - the
reverse of normal procedure. Some of these cases [including cabinet choices such as
Zoe Baird, Les Aspin, Warren Christopher, Bruce Babbitt, Alice Rivlin, Mike Espy, and
Robert Woolsey] - required the completion of a hundred or more items of investigation,
including anywhere from thirty-five to fifty complex personal interviews each (more than
six hundred total). We were ordered to complete these investigations and type our reports
LETTER-PERFECT in an average of only FOUR calendar days!" [5]

Bush Administration personnel got a shock when they went to meet with the
CLINTON ADVANCE TEAM: "...three rough-looking characters had arrived and were
hanging around...The trio looked like bikers, with earrings and ponytails, jeans that were
torn or dirty, and faded sweatshirts or Levi jackets...(Later, another friend of mine
remarked how the Secret Service's attention was captured by a CLINTON ADVANCE
TEAM member wearing a red LENIN pin.)" [6] By now the agents knew they were in for a
rough stretch with this bunch, and their fears were confirmed with a totally screwed-up
inauguration:

"The CLINTONS...had been late for their own inauguration...VICE PRESIDENT
GORE had just found out that the WEST WING OFFICE, usually reserved for the vice
president, was instead going to be occupied by the FIRST LADY...CLINTON told HILLARY
that if she didn't back off from her plans to unseat Gore, Gore would go public with his
anger and perhaps resign. HILLARY shouted at him that as far as she was concerned,
THEY HAD MADE A DEAL - a deal that dated back to the campaign, when LLOYD CUTLER
had convinced her to STAND BY CLINTON...

"The CLINTONS arrived a half-hour late at the White House Residence to join
PRESIDENT AND BARBARA BUSH. They also established an odd precedent: No first
couple-elect had ever brought friends with them for the traditional tea with the retiring
president and first lady...But for some indiscernable reason, the CLINTONS brought
along their friends HARRY THOMASON and his wife [SUSAN BLOODWORTH THOMASON
- both of 'DESIGNING WOMEN" fame]." [7] Afterwards they left, so that BILL CLINTONl
could take the traditional OATH OF OFFICE [Remember - HILLARY is the DE FACTO [in
reality] president - and SHE NEVER TOOK AN OATH!] When the oath ceremony ended,
they were taken to a holding room, where they resumed their screaming match, while the
inaugural festivities waited.

HILLARY won, of course. In addition to her seat of power in the WEST WING, she
also showed who was REALLY boss in many other ways:

"DAYS before BILL CLINTON became PRESIDENT, world-renowned physician DR.
BURTON LEE, who was overseeing the transition of the White House medical unit, was
abruptly ordered to pack up and leave...three years later, the PRESIDENT'S REFUSAL TO
DIVULGE HIS MEDICAL HISTORY to the American people [will become] an issue of
national concern. Lee believes his own shoddy treatment seems related to official
skittishness over the president's records...

"The ouster came 'not because necessarily I wouldn't give him the shot, but
because I was asking for his MEDICAL RECORDS,' Lee said. Within an hour after the
matter was referred to the FIRST LADY, Lee was told to clear out of the White House
WITHIN TWO HOURS.

'There isn't any question in my mind that THE PERSON WHO FIRED ME WAS
HILLARY,' Lee said...

"Lee, a specialist in lymphoma, spent 30 years on staff at MEMORIAL SLOAN-
KETTERING HOSPITAL in New York. GEORGE BUSH appointed him to PRESIDENT
REAGAN'S AIDS COMMISSION, and later named Lee his PERSONAL PHYSICIAN, as well
as DIRECTOR OF THE WHITE HOUSE MEDICAL UNIT. The unit cares for the president
and vice president, their families and some White House personnel.

"After BUSH's defeat, CLINTON'S TRANSITION TEAM asked Lee to stay on a few
weeks after the 1993 inauguration, and Lee agreed.

"That plan hit a snag on Friday, January 22, the week CLINTON was sworn in.

"Lee was summoned to the office of NANCY HERNREICH, then deputy assistant to
the president for appointments and scheduling. Hernreich told Lee he was to INJECT THE
CONTENTS OF A VIAL - 'allergy medication' - into the president.

'I told Miss Hernreich I COULD NOT GIVE PRESIDENT CLINTON THE SHOT
because, first of all, without seeing him and talking to him and establishing what was
going on, for several reasons: 'No. 1, WE HAD NO MEDICAL RECORDS on the president.
Clearly, there's a lot of danger to this, and your dosage has to be exactly correct and in
the exact concentrations. No. 2, the material that came through, said to be his allergy
medicine, had come through in the ORDINARY MAIL. We didn't know what it was.
KHADAFY could have sent it in.'

"The following Monday, Jan. 25, Lee asked DR. SUSAN CRUZ, Clinton's internist
in LITTLE ROCK, for her patient's medical records. 'She said there were several
specialists involved, and she'd have to get them all together,' Lee said. 'Then she said
SHE'D HAVE TO ASK PERMISSION OF MRS. CLINTON before sending them.'

"One hour later, Lee was told HE HAD TWO HOURS TO CLEAR OUT OF THE
WHITE HOUSE. Stunned, Lee remembers telling an Army doctor who was to relieve him:

'You be very careful what you do from a medical point of view. Your first duty is to
do your medical duties correctly, not to buckle under [to] POLITICAL PRESSURE."

"SANTA CRUZ DID NOT RETURN SEVERAL PHONE CALLS.

"At the time of Lee's firing, a Little Rock allergist, DR. KELSY CAPLINGER, said
he'd prepared the allergy medication for Clinton. He agreed, however, that Lee's caution
was appropriate, because improper medicine can be dangerous, if not fatal. But Lee, who
most recently served as chairman of a biotech company, is not convinced.

'I've never had anything like this happen in my whole career,' he said. 'At first, I
gave them the benefit of the doubt - they're busy.

'But now, I've got to ask: WHAT'S THE STORY HERE?' " [8]

The new administration provided AGENT ALDRICH and the permanent staff of the
White House with one shock after another:

"...I noticed other oddly dressed new personnel. By their numbers, I was
beginning to realize that I was not looking at volunteers at all. These people WERE the
new CLINTON ADMINISTRATION. I saw jeans, T-shirts, and sweatshirts; men with
earrings and ponytails; and every manner of footwear except normal dress shoes. One
young lady was dressed entirely in black - black pants, black T-shirt, black shoes, even
black lipstick. She was the only one I saw wearing business shoes. But they were MEN's
shoes - big, black wingtips...

"During the campaign the CLINTONS had criticized the 'LIMOUSINES' used by the
'preppie' BUSH administration. CLINTON'S PEOPLE had said they intended to get rid of
the limos, which weren't limos at all, just dark-colored, full-size American sedans. Later,
the CLINTONS DID get rid of them. They bought new ones to replace the year-old
models.[!] When Aldrich began his clearance interviews with CLINTON ADMINISTRATION
PERSONNEL, he ran into a brick wall. His partner, SPECIAL AGENT DENNIS
SCULIMBRENE, was having problems, as well:

"I tell you, Gary, this is going to be a challenge. I don't know about you, but I'm
having a heck of a time getting these CLINTON PEOPLE to grant interviews. I call people
up, tell them who I am and what I need to do, and they tell me they're TOO BUSY to talk to
the FBI!..Gary, I think we're in for some real trouble," Dennis warned. "With BUSH, we
were dealing with straight arrows. I don't think that's going to be the case here. Just look
at ZOE BAIRD and her husband - two rich yuppies screwing over two ignorant aliens,
while she's making over $500,000 a year. And they wanted her to be the AG [attorney
general] - an AG WHO DOESN'T KNOW OR DOESN'T CARE THAT SHE'S VIOLATING
FEDERAL LAW. These are the sort of people we're dealing with, Gary. And if that's true
for the AG, just think of the rest of the administration." Dennis didn't know the HALF of it!
In less time than it takes to tell it, things went from bad to worse to outright disaster.
ALDRICH explains:

"One of the finest White House managers was PHIL LARSON, head of Personnel
for the OA [Office of Administration]. But at the end of the first full week of the new
CLINTON ADMINISTRATION, Phil called to say goodbye. He had submitted his
resignation to DAVID WATKINS [the new assistant to the president for Management and
Administration], and he was being careful about what he was saying over the phone.
Why? LARSON would tell me only that he didn't like what was going on and 'I'm out of
here.'

"Months later, when CONGRESS' investigators, the GAO, stormed the White
House to examine the files of the Office of Personnel, I found out. It seems that on 20
January 1993, when hundreds of CLINTON PEOPLE came to work at the White House,
many didn't have a job. Hundreds were instructed to come or told, 'Okay, come on in,
maybe we'll have something for you to do.' [Remember, NONE of them have been cleared
by the FBI yet!]

"They hadn't filled out forms, they hadn't submitted resumes, there wasn't even
proof that they were US citizens! They weren't official US government employees. So they
couldn't get paid. It eventually dawned on the CLINTON ADMINISTRATION that these
people had to be given appointments. DAVID WATKINS called LARSON and told him to
draw up the appropriate documents. LARSON told him, 'Too late. It's illegal to grant
appointments retroactively to pay people. We'd have to create phony documents to do
that.'

"WATKINS didn't care whether it was legal or illegal. He ordered LARSON to
backdate forms and create whatever documents were necessary, phony or not, so
CLINTON'S STAFF MEMBERS could get paid. LARSON refused, and LARSON WALKED.
WATKINS immediately reorganized the Personnel Office with the result that one of the
best-run government offices became one of the worst and least helpful...Under WATKINS,
the CLINTON STAFFERS not only got paid, but according to a GAO investigative report,
dated 9 September 1993, some of the MORE ENTERPRISING CLINTON STAFFERS
actually DOUBLE-DIPPED.

"Every new administration is afforded a taxpayer-sponsored transition period,
overseen by the GSA...Apparently, the CLINTON CAMPAIGN selected twenty-five staffers
to work in the TRANSITION OFFICE. Later, however, but still during the transition period,
these transition staffers also became WHITE HOUSE STAFFERS collecting WHITE HOUSE
SALARIES. These twenty-five had no problem paying their bills, since they were now
collecting TWO TAXPAYER-FINANCED PAYCHECKS. Some were caught by the GAO audit
and were forced to pay back the money. But as late as September 1993, nine months after
the inauguration, they were still refusing to reimburse the government and were resisting
official notice that they had committed what amounted to fraud against the government, a
federal felony...The CLINTON ADMINISTRATION said that it had failed to notice the abuse
because the administration was 'too busy,' and THE CLINTON DOUBLE-DIPPERS WERE
HELD BLAMELESS... [That's YOUR money we are talking about. NOW does character
"matter?" Think we could call THIS "abuse of office?" SIGH. It wouldn't do any good, of
course. They'd just call it a "mixup" and walk!]

"Altogether, more than two hundred CLINTON WHITE HOUSE STAFFERS came to
work on 20 January, and many worked and worked for weeks, some for months, without
any salary, any medical coverage, or any other employee benefits. Nor did they have any
legal right to work in the White House, review classified material, or do anything else as
government employees.

"At the beginning of the administration, the White House was inundated by
HUNDREDS of uncleared personnel entering as 'VOLUNTEERS' or HEALTH CARE TASK
FORCE members working on HILLARY CLINTON's HEALTH CARE PLAN..." but this was
only the tip of the iceberg [a very appropriate expression in describing HILLARY] when it
came to problems with Her Royal Chauvinist. It seems HILLARY is very paranoid [or is
she just ELITIST?]. A CLINTON STAFFER came to GARY ALDRICH with an unusual
request. It seems he had a problem:

"...a well-endowed young lady had trouble keeping her breasts from tumbling out
of her blouse" Later, "while crossing the West Executive Drive parking area on her way to
the OEOB [Old Executive Office Building], the FIRST LADY caught sight of a young lady's
bare behind. The young lady, wearing a very short skirt and nothing beneath, had bent
over. A friend of mine, who must remain anonymous, saw the incident and swears that
the young lady turned to the FIRST LADY and SMILED. According to CRAIG
LIVINGSTONE, HILLARY immediately called MACK MCLARTY and ordered him to ensure
that in the future, all WHITE HOUSE STAFF WORE UNDERWEAR! [Apparently the "lady"
kept her job, though!]

"...there were also more serious problems, CRAIG said. HILLARY had complained
that interns and staff members were 'STALKING' [now, where have we heard that
expression before?] her. She ordered that CRAIG ensure that NO ONE LOOKED AT HER,
FOLLOWED HER, OR TRIED TO TALK TO HER as she made her rounds. So CRAIG
wanted me to hammer home that interns must remain fully clothed, wear underwear, and
NOT LOOK UPON the FIRST LADY..." [9]

For months now, I have been listening to the liberal yellow-dog DEMOCRATS
telling the world that the IMPEACHMENT is "just about SEX" and we should "stay out of
PRESIDENT CLINTON'S PRIVATE LIFE." The WHITE HOUSE IS THE PEOPLE's House -
we PAID for it and we STILL pay for it. Most firms don't even want their employees
making a personal PHONE CALL on company time. Check out what we allow our
employees to get away with on OUR time:

"One evening, when DENNIS was manning the office, GSA SUPERVISING
CARPENTER WOODY DIGUISEPPE stomped in, visibly angry, and said, 'DENNIS, I'm here
to lodge a serious complaint against the CLINTON ADMINISTRATION...If you can't do
anything about this, you'll know who to pass it on to, right?'

'Well, yes, WOODY, I suppose. What is it?'

'Look. My guys have to be able to do their work around here, but if the CLINTON
STAFF won't let 'em, then how are they going to do it? I had two guys sent down to the
first floor to do some work last night, and they couldn't do the job. Do you know WHY
they couldn't do their job, DENNIS?'

"WOODY was shaking with anger. 'They couldn't do their job because they walked
into a locked office and found two CLINTON STAFFERS doing their thing on a desk!
That's why!"

'WOODY, WOODY,WOODY, calm down, my friend. Let's have a reality check here.
Yes, I KNOW IT'S THE WHITE HOUSE, WOODY, but there's been sex here before, and
there will be sex in offices here long after we're gone. I don't like it, and you don't like it,
and it's disgusting, but it's not an issue for the FBI, unless there is some kind of
extramarital affair going on, so...'

'Look, DENNIS, you don't understand. It was TWO GUYS DOING IT!'...

"DENNIS had tried to stay cool, but even this FBI veteran was shocked. Later,
leaving out the identities of WOODY and the men who were offended, he retold the story
to a group of PERMANENT STAFF MEMBERS. They didn't so much as blink.

"One of the FEMALE STAFFERS said, 'Big deal. You think that's something? Last
week I went down to the ladies room on the ground floor - you know the ones that have
the shower stalls for joggers to use? Well, anyway, I walked in the door and heard the
shower running, and as I turned the corner I noticed two forms in the shower stall,
together. They were BOTH WOMEN, and they were REALLY going at it! One was standing
and the other one was on her knees, and you can guess the rest!' " [10]

Like a cancer, unbelievable corruption spread to every square inch of the
CLINTON WHITE HOUSE. And it wasn't limited to "just sex" either, by a long shot:

"One day I was getting my lunch in the canteen. The picture was the usual scene
out of ANIMAL HOUSE, with staffers going first to the drink machine, then ordering a
sandwich or burger, all the while sipping their drinks, and then returning to the drink
machine to 'TOP THEM OFF,' before they sat at a table - of which there were too few. And
they stayed there, even after they were finished, while dozens of other staffers,
INCLUDING SOME ELDERLY VOLUNTEERS, stood waiting.

"Now, I knew the canteen manager, a good fellow named TOM. He had told me
that his margin of profit was very close, so as to keep prices down. TOM'S success at
managing the canteen depended on customers who didn't, for instance, double-dip at the
drink machines. He clearly was not going to do well with this CLINTON CROWD...

"The frozen yogurt machine was about fifteen steps from the cash register. Near
the register was a scale where you weighed the yogurt or whatever else you bought that
was chargeable by the ounce, like salads, self-made sandwiches, or self-serve pasta. A
man dressed in a business suit, an EXPENSIVE suit, and about thirty-five years old,
approached the yogurt machine, selecting the largest cup. I noticed that he had a spoon
in his hand. He must have picked it up on his way in. He pulled the handle on the yogurt
machine and filled the cup, and then while he stood in line for the cash register, in full
view of anyone who wished to see, HE WOLFED DOWN AS MUCH YOGURT AS HE
COULD.

"BERNICE, the canteen cashier, saw him too and groaned. THERE WASN'T MUCH
TO WEIGH ONCE HE GOT TO THE SCALE. I studied his badge to see if I could identify
him so I could let his supervisor know about his rude, cheapskate, and dishonest
behavior. But his supervisor was HILLARY CLINTON. He was working for HILLARY'S
HEALTH CARE TASK FORCE...

"But they didn't cheat only on yogurt. The Secret Service has a small gift shop in
the basement of the OEOB. It sells gifts to benefit the families of SECRET SERVICE
AGENTS INJURED OR KILLED IN THE LINE OF DUTY or in need of funds because of
illness or other personal calamity. CRAIG LIVINGSTONE actually had to issue warnings to
the CLINTON STAFFERS AND INTERNS that PASSING BAD CHECKS TO THE
HANDICAPPED MAN who ran the Secret Service gift shop would not be tolerated. For me,
THAT KIND OF DISHONESTY - cheating the families of injured or murdered Secret
Service agents - WOULD EVENTUALLY COME TO CHARACTERIZE THE CLINTON
ADMINISTRATION..." [11]

Much worse than any of this was going on behind closed doors, masterminded by
the Queen of the West Wing herself. Remember, in my last column I showed you how she
was working hand-in-glove with the MAFIA and members of the NEW WORLD ORDER.
This played a huge role in her much-vaunted NATIONAL HEALTH CARE PROGRAM.
Three years later, MICHAEL REAGAN, son of PRESIDENT RONALD REAGAN, obtained
several boxes of the so-called "national" health care plan documents, through the
FREEDOM OF INFORMATION ACT. When he began opening them, he found several
surprises waiting for him:

"Among the boxes of documents that we investigated was found a report
submitted to the TASK FORCE for consideration. This report was prepared by a think
tank known as THE DIEBOLD INSTITUTE. Among the incredible information found in this
document was a timeline for the internationalization of Health Care, with DATES FOR
SUPREME COURT APPROVAL and the planned inclusion of the UNITED NATIONS..." MR.
REAGAN included photostatic copies of the documents in his newsletter, MICHAEL
REAGAN'S MONTHLY MONITOR:

The DIEBOLD INSTITUTE's REPORT states that

"The project is being advised by a COMMISSION OF INFLUENTIAL INDIVIDUALS
from the public and private sectors in EUROPE and the UNITED STATES. The
Commission is also concerned with focusing attention on the findings and
recommendations of the project." [EUROPE? For AMERICAN health care??!]

Listed among the members of the commission is H. ROSS PEROT! REAGAN
observes,

"...the 'great American patriot,' ROSS PEROT is involved as a member of the
Commission which advised the authors of the report. PEROT made much of his fortune
from the socialization of health care, developing and maintaining MEDICARE's computer
systems. Now, apparently, he finds it advantageous to promote an 'international health
care information utility.' While he opposes NAFTA and GATT, he seems to feel that YOUR
MEDICAL RECORDS SHOULD BE THE PROPERTY OF THE UN!"

Under the heading of 'NEXT STEPS' we read,

"In the next stages of the project, we expect to carry out the work outlined in the
above paragraphs. Our results will be reviewed with the key participants and public
policy groups. In parallel, we shall be disseminating our results both in the United States
and ABROAD. This process has ALREADY BEGUN with presentations to the COUNCIL ON
FOREIGN RELATIONS, New York, the NEW YORK ACADEMY OF SCIENCES, and the
CENTRE FOR EUROPEAN POLICY STUDIES, Brussels. Our dissemination program aims
to create a dialogue with participants in order to strengthen and expand our analysis,
and, if possible, to stimulate others to implement our recommendations, particularly
those relating to quantitative analysis, where considerably more work is required."

The biggest shocker came from a document entitled, 'DEPLOYMENT OF HEALTH
CARE INFRASTRUCTURE.' Beneath a chart showing the number of individuals served by
"MACHINE-READABLE PATIENT RECORDS," "COMMUNITY-BASED INFORMATION
UTILITIES," and "NATIONAL/INTERNATIONAL INFORMATION UTILITY" is a timeline that
reads:

"1992-1996 - Community-based information utilities established on test basis;
Tests begin on reimbursability for information charges.

"1997-2001 - SUPREME COURT RULES THAT PROVIDING INFORMATION
SERVICES IS NOT PRACTICING MEDICINE WITHOUT A LICENSE; ISDN substantially
deployed WORLDWIDE; Reimbursement of information charges approved for MEDICARE
and MEDICAID; Possibility that single payer insurance will be instituted.

"2002-2006 - TRANSJURISDICTIONAL LICENSURE approved in US and EUROPE;
Directory standard approved and UNIVERSAL DIRECTORY initialized; SUPREME COURT
RULES PATIENT INFORMATION CO-OWNED WITH GOVERNMENT INSURER; Information
searches MANDATED for some treatment options.

"2007-2011 - INTERNATIONAL LICENSURE APPROVED; Information utilities
interconnected across national boundaries; UN ASSIGNED ROLE IN REGULATION OF
INFORMATION UTILITIES."

As MICHAEL REAGAN says, "Thank goodness, 'CLINTON CARE' was defeated.
[for NOW] Evidently, some influential people saw it for more than even we critics realized:
The first step on the road to internationalization of health care." [12] Not to mention
internationalization of all our PERSONAL records!

By May, their was a new scandal breaking out in the White House:

"As DEPUTY COUNSEL, Mr. [VINCE] FOSTER worked on many sensitive legal and
political matters for the CLINTONS. In May 1993, Mr. Foster assigned his former law
partner, ASSOCIATE WHITE HOUSE COUNSEL WILLIAM KENNEDY, to investigate
allegations of mismanagement and misappropriation of funds in the WHITE HOUSE
TRAVEL OFFICE. On May 19, 1993, THE WHITE HOUSE FIRED SEVEN CAREER
EMPLOYEES OF HE TRAVEL OFFICE. Almost immediately, the White House came under
intense criticism for its handling of these firings. According to press reports, less than a
month after PRESIDENT CLINTON's inauguration, CATHERINE CORNELIUS, the
PRESIDENT'S COUSIN, wrote a MEMORANDUM proposing that the White House dismiss
the career employees of the Travel Office and that SHE RUN THE OPERATION. The
memorandum cast doubts on the administration's claim that the seven career employees
were fired for financial misconduct. In addition, HARRY THOMASON, a close friend of the
CLINTONS, reportedly had attempted to steer the WHITE HOUSE'S LUCRATIVE CHARTER
BUSINESS to an aviation company that HE PARTLY OWNED. Rebuffed by the career
employees of the Travel Office, MR. THOMASON reportedly accused them of wrongdoing.

"As public criticism mounted, the White House asked a senior FBI official, JOHN
COLLINGWOOD, to attend a 'political strategy session' with senior presidential advisers
on how to deal with the growing scandal. On the same day, the WHITE HOUSE took the
highly unusual step of releasing a CONFIDENTIAL FBI STATEMENT confirming that the
bureau was investigating possible criminal misconduct in the TRAVEL OFFICE.

"Thus, in addition to allegations of CRONYISM underlying the firing of the career
employees, the White House came under fire for MISUSING THE FBI, an independent
investigative agency, FOR ITS OWN POLITICAL ENDS, a charge that would surface time
and again as the White House attempted to contain and manage embarrassing and
potentially incriminating information through contacts with federal investigative
agencies. PROTOCOLS required that White House contacts with the FBI go through the
DEPARTMENT OF JUSTICE, and 'by calling on the FBI to help save the Administration
from embarrassment, the White House appeared to be deviating from two decades of
efforts to insulate the law-enforcement agency from even the appearance of
PRESIDENTIAL MANIPULATION.' The FBI conducted an internal inquiry into contacts
between its agents and the White House, and the White House initiated its own
investigation into the matter. On July 2, 1993, the White House released the report of its
internal review, which sharply reprimanded MR. KENNEDY and others. Although MR.
FOSTER was not formally reprimanded, he felt personally responsible for the affair and
insisted that MR. NUSSBAUM allow him to shoulder the blame..." [13]

The ugliest part of this affair was WHITE HOUSE STAFF ignominiously sending
BILLY DALE and the other members of the staff of the WHITE HOUSE TRAVEL OFFICE
into a pouring rain in a van with no seats, as if they were INTERLOPERS. In only a little
over a year, VINCE FOSTER will be dead.

"...On April 6, 1993, fourteen thousand women turned out at the University at
Austin to hear HILLARY RODHAM CLINTON give her famous but odd 'Politics of Meaning'
speech. Attending also was liberal Democrat GOVERNOR ANN RICHARDS of Texas.
Moderator BILL MOYERS of PBS - yet another flaming, New Age propagandist - asked
both women what it was like to govern.

HILLARY responded, 'I am - just to set the record straight - NOT REALLY
GOVERNING.' The politically clever ANN RICHARDS quickly interjected, 'IF YOU BELIEVE
THAT, I'VE GOT A BRIDGE I WANT TO SELL YOU.' " [14] If you STILL believe that after
reading the above, I've got a bridge I'D like to sell you! See you soon!
