We, the Laotian people, have been unfairly deprived for two decades of the positive benefits from war recovery, economic reconstruction and social progress.

On the contrary, since the end of the war we have been subject to in inhuman oppression and to an economic mismanagement which has led our country to become the poorest country in Asia. Worse, our homeland has been spoiled by expansionist neighbours who have been plundering our natural resources as a reward for their assistance during the wartime.

The totalitarian nature of the new regime has forced the majority of technicians and skilled laborers out of the country.

Fortunately, the collapse of international communism and its possible consequences on the current situation in Indochina has raised the prospect for an imminent end of the dictatorial rule in Laos. A democratic alternative is now under way which will pave the way for an increased international assistance. Thus, the hope for Laotians in exile to contribute to the reconstruction of their native land is greater than ever. In a very near future, Laos will need a maximum of educators, technicians, businessmen and all kinds of experts in every field to start rebuilding from scratch.

You can help your country now.

• Its purpose is to identify LAOTIAN refugees who may be willing to assist in the rebuilding of their homeland
  ( either as volunteers with expense paid or as paid employees ).
• It will collect information by using a questionnaire form.
• The information from the questionnaire form will be entered into a computerized skill bank.
• The skill bank will be utilizedby agencies working on the postwar reconstruction.

All Laotian refugees, especially:

• People with all types of skills
• Workers who learned on the job as well as professionals.
• Women as well as men.
• Students 16 years and older, whether or not you speak lao.
  (Students: collecting the questionnaire from now will make it possible for you to be notified about opportunicies when you reach the age of 21, or graduate from college)

No, by respnding to the questionnaire form you are under no obligation to work in LAOS. Filling out the questionnaire form simply means that:

• You would like to be included in the Skills Bank, buy you are not making a commitment to serve.
• You are interested in being contacted when your skill is needed.
• You are free to accept or reject any offer that you may receive.

• It is way for you to learn about many interesting opportunities which may be available to you.
• We Laotians must demonstrate a willingness to help ourselves if we want other countries and the United Nations to assist in rebuilding our homeland.
• Enthusiastic response to the questionnaire form by all Laotians will help our homeland receive its share of the service dollars available for foreign aid.
