As violent crime rises in the state, New Jersey lawmakers move to end death penalty--KNM/AP

Imagine the reaction of families affected by a surge of violent, fatal crimes in the state's largest cities hearing that lawmakers want to end the death penalty in the state.

New Jersey is poised to become the third state to suspend executions while studying the fairness and cost of imposing the death penalty.

After a crucial vote of support by the Assembly Judiciary Committee, the proposal is headed to the full Assembly where it is expected to be approved. The state Senate already passed the measure, and acting Gov. Richard J. Codey has indicated he would sign it before leaving office on Jan. 17.

New Jersey then would become the first state to pass a law establishing a halt on deaths by lethal injection while a panel examines death penalty-related issues. The moratorium would be in place for about a year.

There are 10 prisoners on the state's death row. While capital punishment was reinstated in the state in 1982, the last execution here took place in 1963.

Nevertheless, Assembly Majority Leader Joseph Roberts, who recently signed on as the proposal's primary sponsor, said the legislation is overdue.

``This is an issue we should have confronted a long time ago,'' said Roberts, a Democrat. ``The injustice of the current system and the steep price tag of it as well means we ought to take a look at it.''

A similar bill empowering a panel to study the death penalty but not stopping executions was vetoed two years ago by then-Gov. James E. McGreevey, who said the panel was unlikely to provide new information.

New Jersey lawmakers are not alone in considering a study of executions. Concerned about wrongful convictions and whether the poor and minorities are more likely to receive the death penalty, governments nationwide have begun examining the issue. At least 12 other states have appointed study commissions. Thirty-eight states allow people to be sentenced to death.

``Nationally, we're seeing record-low death sentences, more states going toward a life without parole approach, declining populations on death row,'' said Brenda Bowser Soder, a spokeswoman for the Death Penalty Information Center, a Washington, D.C., nonprofit that provides information on issues concerning capital punishment.

Illinois and Maryland are the other two states to impose death penalty moratoriums, both by governor's order. Maryland's has since been lifted.

State contributes $2.52 million to heating assistance

The state will contribute $2.5 million toward helping families pay heating bills this winter, up from $2.2 million last year, acting Gov. Richard J. Codey announced.

The money, along with contributions made by utilities and their customers, is disbursed by NJSHARES (New Jersey Statewide Heating Assistance and Referral for Energy Services).

Households that are behind on their utility bills due to a temporary financial crisis can apply for grants of $250, or $500 for an all-electric home.

State law bars winter disconnections for those who receive several types of public assistance. The state contribution to NJSHARES is not from tax revenue. It comes from a fund comprised of deposits made to utilities by customers who do not collect their money.
