Warped and changed by the effects of the Pristine Tower, these creatures reflect both the savage nature of the world and ancient forces unleashed by the Halflings. Part beast, shadow, imbued with ancient magic or made maleable with the transformative power of the Tower these creatures have become something new, marked as different, scoured and transformed by unforgiving primal forces.
This system works through building powers and abilities using component ECLs in order to gauge the power of the creature. If the creature is a New Race without the skills and background abilities of a player race the first ECL Level is free, or the player can use an existing race as a base creature then add powers and abilities, effectively increasing its ECL.
