Hello, I am your Ruler, Loki, of the planet Vegeta. As members of the most prestigious race, all Saiyans are required to pay $100 every two weeks on Monday's, which will serve as a fund to the army. A 5% tax will be put on all things, as well as an extra 3% sold to the other deprived races. There will be no immediate punishment for not following these rules; after all, they are for your own benefit.
Saiyans take great pride in their army: only the strong and the brave (and possibly the wealthy) will be admitted into the army. In order for our society to succeed, we have to be well-rounded. We will require a doctor as well as a blacksmith, and a few soldiers on the planet at all times for safety precautions.

Final Flash----a strong ki blast that forms over the head and is shot in front of you w/ both hands (Level 5, only saiyans can learn) Takes 17 days to learn, costs $800.
