Citation: “The phenomenon of optical emission predominantly in the UV, which accompanies the emission of X-rays, gamma rays,
and beta radiation from radioisotope sources and X-ray tubes was investigated by Rao.60 It was the first work in which the
emission of UV radiation was confirmed experimentally and a possible explanation for the mechanism of the UV emission was
given by the author”.

In the official Technical Report of the Defence Laboratory, (Defence Research and Development Organization, Ministry of Defence, Government of India at Jodhpur, Rajasthan, India) Rao first reported his discovery of New Atomic Phenomenon in 1997. The research work was first released as an Official Technical Report of the Laboratory, after formal approval by the then Director, Dr. A. R. Reddy in 1997, who also has been an Expert in Internal Dosimetry on Radiopharmaceuticals of International Atomic Energy Agency, Vienna, Austria)
This official Report on the New Atomic Phenomenon https://www.angelfire.com/sc3/1010/technicalreport.html attracted the Indian Dailies in April 1997. PRESS REPORTS

The above
Abstract mentions 'Rao effect', Bharat
Radiation.
University students from
Finland recognized 'Rao effect' (X-ray
source emits) as an important Physical Phenomenon. . http://www.students.tut.fi/~viigipuu/link/elmagef/ ,
In the Brazilian paper published in March 2010, the new atomic phenomenon was not termed as Rao Effect. This was shown as Sixth Discovery in my article: http://www.scholarpedia.org/article/User:M.A.Padmanabha_Rao,_PhD_(A.I.I.M.S)
6. M A Padmanabha Rao (1999) POSSIBLE BIOLOGICAL EFFECTS BY UV RADIATION NEWLY DETECTED FROM INTERNALLY ADMINISTERED RADIOISOTOPES. in Proceedings of the Symposium on Low Level Electromagnetic Phenomena in Biological Systems (BIOSYS-’99), 1999, School of Environmental Sciences, Jawaharlal Nehru University, New Delhi-110067, India, edited by Jitendra Behari and Editors of Indian Journal of Biochemistry and Biophysics, (Printed at National Institute of Science Communication, Pusa Road, New Delhi -110012) p.68.https://www.angelfire.com/sc3/1010/uvdosimetry.html
Excerpt from the paper: In these
circumstances, from all the radioisotopes investigated the author
discovered incredibly very poor fluorescent light emission, which is neither
visible to the naked eye nor can be explained by any known phenomenon1-4. The author speculates that the cells
and bodily organs would also be exposed to different energies by a new atomic
phenomenon termed Rao (Padmanabha Rao) effect1-4.
