ALSO SUPPORT IT, PRAY FOR IT AND COME UNDER ITS RULE FOR

OUR LIVES. NOW I WANT TO DISCUSS THE EXTENT TO WHICH WE

SUBMIT TO THE HIGHER AUTHORITY IN OUR COUNTRY. PAUL

TELLS US THAT WE SHOULD SUBMIT OR BE SUBJECT TO THE

HIGHER POWERS. THE WORD POWER HERE IS EXOUSIA OR

AUTHROITY. TO BE SUBJECT TO THAT AUTHORITY MEANS TO

STAND UNDER ITS POWER AND SPHERE OF INFLUENCE. THE

QUALIFYING TERM IS HIGHER POWER. THE TERM HIGHER INDI-

CATES DIFFERENT LEVELS OF AUTHROITY. THIS MORNING I

WANT TO SHARE WITH YOU SEVEN LEVELS OF AUTHROITY THAT

WILL HELP YOU TO UNDERSTAND WHEN YOU NEED TO SUBMIT TO

AUTHROITY AND WHEN YOUR FREE TO WALK AWAY AND NOT BE IN

REBELLION. SO THIS IS SUPPOSE TO BE A LIBERATING MES-

SAGE.

Isaiah 9:6 For unto us a child is born, unto us a son is

given: and the government shall be upon his

shoulder: and his name shall be called

Wonderful, Counsellor, The mighty God, The

everlasting Father, The Prince of Peace.

Isaiah 9:7 Of the increase of his government and peace

there shall be no end, upon the throne of

David, and upon his kingdom, to order it, and

to establish it with judgment and with

justice from henceforth even for ever. The

zeal of the LORD of hosts will perform this.

THOSE WHO SUBMIT TO ITS RULE IN THEIR LIVES. NOW THAT

PEACE RELATES TO EVERY PART OF OUR BEING IN SPIRIT, SOUL

AND BODY PRODUCING A WHOLESOMENESS OF LIFE. THIS GOV-

ERNMENT OF GOD FLOWS OUT OF A PERFECT LOVE THAT ISSUES

FORTH FROM GOD. THE KINDGOMS OF THIS WORLD RULE BY

POWER AND WEALTH BUT THE KINGDOM OF GOD IS THE RULE OF

UNCONDITIONAL LOVE, ACCEPTANCE AND FORGIVENESS.

Eph 1:18 The eyes of your understanding being

enlightened; that ye may know what is the hope

of his calling, and what the riches of the

glory of his inheritance in the saints, (KJV)

Eph 1:19 And what is the exceeding greatness of his

power to us-ward who believe, according to the

JESUS IS THE ONLY SOVERIGN AUTHORITY OVER THE CHURCH, HE

ALONE IS THE HEAD OVER ALL THINGS TO THE CHURCH WHICH IS

HIS BODY. NO MAN HAS SOVERIGN AUTHORITY, IT ONLY

BELONGS TO THOSE MEMBERAS OF THE GODHEAD. WE MUST ALL

SUBMIT TO THEIR RULE IN OUR LIVES.

Phil 2:5 Let this mind be in you, which was also in

TONGUE SHALL CONFESS. WHEN JESUS TELLS US TO JUMP OUR

ONLY RESPONSE SHOULD BE, HOW HIGH! WE MUST NEVER

QUESTION HIS DECISIONS OR AUTHROITY OVER OUR LIVES.

TRUTH THAT WE MUST SUBMIT TO. IT IS THIS SAME SPIRIT

THAT INSPIRED HOLY MEN OF OLD TO WRITE THE BIBLE SO THAT

THE CANON OF SCRIPTURE, BOTH OLD AND NEW TESTAMENT HAVE

THE POSITION OF VERACIOUS AUTHROITY OVER A BELIEVER'S

LIFE.

2 Pet 1:20 Knowing this first, that no prophecy of the

scripture is of any private interpretation.

2 Pet 1:21 For the prophecy came not in old time by the

will of man: but holy men of God spake as

they were moved by the Holy Ghost. (KJV)

2 Tim 3:16 All scripture is given by inspiration of God,

and is profitable for doctrine, for reproof,

WE MUST SUBMIT TO IT. YOU SHALL NOT STEAL, KILL OR LIE.

THE WORD OF GOD IS MEANS BY WHICH WE ESTABLISH BIBLICAL

PAREMETERS FOR OUR PHYSICAL, SOULICAL AND SPIRITUAL

LIVES. WHEREVER THE WORD IS CLEAR WE MUST SUBMIT TO IT

REGARDLESS OF OUR TRADITION OR OUR UPBRINGING.

Heb 4:12 For the word of God is quick, and powerful, and

sharper than any twoedged sword, piercing even

to the dividing asunder of soul and spirit, and

of the joints and marrow, and is a discerner of

the thoughts and intents of the heart. (KJV)

ARE MANY THINGS THAT THE BIBLE DOES NOT GIVE US A CLEAR

WORD ABOUT AND THIS IS WHEN THE AUTHROITY OF CONSCIENCE

IS ESTABLISHED. HERE ARE SOME SCRIPTURE REFERENCES ON

CONSCIENCE:

WE DO NOT HAVE TO OBEY THE RULE OF MAN OR THE MANDATE

OF ANY POTENTATE WHEN THE SCRIPTURE DOES NOT HAVE A

CLEAR WORD. CAN I OWN A TV? CAN I GO TO A MOVIE? CAN

I WEAR MAKEUP AND JEWRLY? CAN I DRINK A CAN OF BEER OR

HAVE A GLAS OF WINE? THERE ARE ALOT OF ISSUES THAT THE

BIBLE DOES NOT GIVE A CLEAR MANDATE ON SO THEN EACH MAN

MUST FOLLOW HIS OWN CONSCIENCE.

THEIR BOSS. HERE WE HAVE WHAT THE BIBLE CALLS SEARED

CONSCIOUS. JUST BECAUSE YOU DO SOMETHING THAT THE BIBLE

GIVES A CLEAR MANDATE AGAINST LONGER ENOUGH SO THAT IT

DOESN'T BOTHER YOU ANY MORE DOES'NT GIVE YOU ATHORITY

OVER IT. LISTEN TO THESE SCRIPTURES:

1 Tim 4:1 Now the Spirit speaketh expressly, that in the

latter times some shall depart from the faith,

giving heed to seducing spirits, and doctrines

of devils; (KJV)

1 Tim 4:2 Speaking lies in hypocrisy; having their

conscience seared with a hot iron; (KJV)

1 Tim 4:3 Forbidding to marry, and commanding to abstain

from meats, which God hath created to be

received with thanksgiving of them which

believe and know the truth. (KJV)

Titus 1:15 Unto the pure all things are pure: but unto

them that are defiled and unbelieving is

nothing pure; but even their mind and

conscience is defiled. (KJV)

Heb 9:14 How much more shall the blood of Christ, who

through the eternal Spirit offered himself

without spot to God, purge your conscience from

dead works to serve the living God? (KJV)

GOD IN ORDER TO OPERATE IN AN AUTHROITATIVE WAY. OUR

CONSCIENCE MUST BE RE-PROGRAMEDAND RENEWED SO THAT IT HAS

THE POWER TO GIVE GUIDANCE AND DIRECTION FOR OUR LIVES.

THE BOTTOM LINE IS THIS: WHEREVER THERE IS NO CLEAR WORD

OR INSTRUCTION FROM THE BIBLE THE CONSCINECE HAS THE

NEXT LEVEL OF AUTHROITY.

THIS IS THE FIRST LEVEL OF AUTHORITY THAT MAN HAS ANY

LEGITIMATE CLAIM TO.

Eph 4:10 He that descended is the same also that

ascended up far above all heavens, that he

Eph 4:11 And he gave some, apostles; and some, prophets;

and some, evangelists; and some, pastors and

teachers; (KJV)

Eph 4:12 For the perfecting of the saints, for the work

of the ministry, for the edifying of the body

of the knowledge of the Son of God, unto a

perfect man, unto the measure of the stature of

over as a soverign or imperial rule.

**THIS IS A VERY POOR TRANSLATION BE-

CAUSE NO MAN HAS SOVERIGN RULE OVER ANY-

BODY. THE BETTER TRANSLATION OF THIS

WORD RULE IS TO GIVE SHEPHERD LIKE RULE

OVER.

SHEPHERD DOES HIS SHEEP. THE SHEEP HAVE A CERTIAN

AMOUNT OF LIBERTY. THEY CAN CHOOSE WHEN THEY WANT TO

LAY DOWN AND REST OR WHAT BLADE OF GRASS THEY WANT TO

EAT. THE SHEPHERD DOESN'T RULE WITH A HARSH HAND, HE

LEADS AND THEY FOLLOW.

IES? THERE IS ONE REASON, BECAUSE GOD HASE GIVEN THEM

THE RESPONSIBILITY TO WATCH OVER THEIR SOULS. THE

QUALIFICATION THAT GOD LOOKS FOR IN DELEGATE AUTHROITY

IS THOSE WHO ACCEPT RESPONSIBILITY. YOUR SPHERE OF

INFLUENCE IS LIMITED TO YOUR RESPONSIBILITY. IF YOU

DON'T HAVE ANY RESPONSIBILITY YOU SHOULD HAVE A POSITION

OF AUTHROITY AS AN ELDER, A DEACON, A SUNDAY SCHOOL

TEACHER OR A NURSERY WORKER. STAY CLEAR OF THE PERSON

WHO WANT AUTHROITY WITH NO RESPONSIBILITY!!

are great exercise authority upon them.

whosoever will be great among you, let him be

IF THEY AREN'T WILLING TO SERVE, YOU DON'T HAVE TO

FOLLOW THEIR RULE BECAUSE IT IS PROBABLY ILLIGITIMATE

AUTHROITY; BUT BE CAREFUL HERE AND TEST IT FOR AUTHEN-

TICITY. REMEMBER, AUTHROITY NEVER EXTENDS BEYOND YOUR

RESPONSIBILITY. DO I HAVE AUTHROITY TO CORRECT MY

NEIGHBORS KIDS? IF I DON'T HAVE RESPONSIBILITY FOR THEM

I DO NOT HAVE THE RIGHT TO DISCIPLINE THEM. MY SPEHRE

OF INFLUENCE IS IN DIRECT PROPORTION TO MY RESPONSIBILI-

TY.

TRACT BETWEEN TWO PEOPLE OR PARTIES.

Gen 29:18 And Jacob loved Rachel; and said, I will serve

thee seven years for Rachel thy younger

ORITY CONTRADICT EACH OTHER. HERE WE SEE JACOB AND

LABAN ENTER INTO A CONTRACT OR A COVENANT FOR RACHEL.

HE AGREEDTO WORK SEVEN YEARS TO MARRY HIS YOUNGER

DAUGTER. THE ONLY PROBLEM IS THAT THERE IS A CUSTOM

THAT THE ODER DAUGHTERS MUST MARRY FIRST. THIS BRINGS

US TO OUR NEXT LEVEL OF AUTHORITY.

6. THE AUTHORITY OF CUSTOM OR TRADITION.

Gen 29:20 And Jacob served seven years for Rachel; and

WHY DID HE BREAK THAT CONTRACT? BECAUSE HE RECOGNIZED

OR GAVE PLACE TO THE AUTHORITY OF CUSTOM OR TRADITION.

SO NOW JACOB HAS TO WORK ANOTHER 7 YEARS FOR RACHEL

BASED EXCLUSIVELY ON THE LAW OR AUTHROTIY OF CUSTOM.

SO JACOB SUBMITTED TO THE LAW OF CUSTOM WHICH IN THIS

CASE SUPERCEDED STIPULATIVE AUTHROITY OF THE CONTRACT.

1 Cor 11:16 But if any man seem to be contentious, we

have no such custom, neither the churches of

WHETHER OR NOT MEN COULD HAVE LONG HAIR. HERE PAUL

REFERS TO CUSTOM TO ESTABLISH A DOCTRINAL POSITION IN

THE CHURCH. HERE PAUL VALIDATES CUTOM AS HAVING A VALID

AUTHROITY IN SOME OF OUR CONSIDERATIONS AND PRACTICES.

NOTICE THE WORD SOME BECAUSE WHEN CUSTOM OR TRADITION

VIOLATES VERACIOUS AUTHROITY OR THE AUTHROITY OF TRUTH,

CUSTOM HAS TO GO RIGHT OUT THE WINDOW--IT LOOSES EVERY

TIME. NOT ALL CUSTOM IS BAD. NOT ALL TRADITION IS BAD.

THERE IS ALOT OF TRADITION THAT DOESN'T CONTRADICT

SCRIPTURE THAT'S HIGHER THAN A CONTRACT OR STIPULATIVE

AUTHROITY.

THE SUB-LEVELS OF AUTHROITY. FUNCTIONAL AUTHORITY IS AN

AUTHORITY THAT COMES OUT OF YOUR ABILITY. EVERYONE OF

US HAS SOME ABILITY THAT COMES TO US OUT OF NATURAL

BIRTH. OR WE HAVE AN ABILITY THAT COMES TO US THROUGH

SPECIALIZED TRAINING OR EDUCATION. AND THEN WE HAVE THE

ABILITY IN GOD'S WORK WHICH COMES BY SUPERNATURAL IM-

PARTATION. LET ME FURTHER DEFINE FUNCTIONAL AUTHORITY:

EXAMPLE 1: YOU COME UPON A LIFE THREATENING CAR

CRITICAL CONDITION, THE CAR IS BLOCKING TWO LANES OF

TRAFFIC AND THE DRUNK WHO CAUSED THE ACCIDENT REMAINS

AT THE SCENE. NOW 4 PEOPLE COME TO HELP: A CHRISTIAN

DOCTOR, AN APOSTLE, A POLICEMAN AND A MECHANIC. WHO

HAS THE HIGHER POSITION OF AUTHROITY? BECAUSE OF HIS

TRAINING EACH HAS A POSITION OF AUTHROITY BUT IT NEVER

GOES BEYOND THEIR LEVEL OF EXPERTICE. THE DOCTOR HAS

AUTHORITY TO MINISTER TO THE THE MAN THROWN FROM THE

CAR. THE MECHANIC HAS THE AUTHROITY TO REMOVE THE

DAMAGED CARS. THE POLICEMAN HAS THE AUTHROTIY TO

DIRECT TRAFFIC AND RECORD THE FACTS AND MAKE ARRESTS.

THE APOSTLE HAS LITTLE AUTHROITY UNLESS THE MAN DIES

OR NEEDS SOME SPIRITUAL HELP OR COMFORT. ECACH OF

THESE HAS A LEVEL OF AUTHORITY BASED ON THEIR ABILITY.

EXAMPLE 2: IF YOU WIFE HAS SPECIALIZED TRAINING AS AN

MAN OF THE HOUSE OR THE WOMAN WHO HAS SPECIALIZED

TRAINING. CUSTOM WOULD SAY THE MAN BUT NOW FUNCTIONAL

AUTHROITY COME INTO PLAY.

EXAMPLE 3: THIS HUSBAND HAS RECEIVED ADVANCED

SHOULD HAVE THE AUTHROITY TO BUY GROCERIES AND COOK

THE FOOD IN THE FAMILY. TRADITION SAYS THW WIFE IS

THE FAMILY COOK BUT HERE FUNCTIONAL AUTHOIRTY SUPER-

CEDES TRADITIONAL AUTHORITY.

HAS BEEN TRAINED TO WORK WITH NUMBERS SHOULD BE GIVEN

THE AUTHORITY TO MANAGE THE FINANCES OF THE CHURCH,

PERHAPS THE PASTOR IS INADEQUATE IN THIS AREA.

ANOTHER HAS SPECIALIZED TRAINING WITH CHILDREN, THEY

SHOULD BE PUT IN A POSITION OF AUTHROITY IN THE

NURSERY OR IN THE SUNDAY SCHOOL DEPARTMENT. NOW WHO
