Jack Frost (1996)

When Jack Frost, a convicted murderer, is being transferred to be executed there is a horrible accident spraying him with a genetically altering substance. Somehow he becomes melded with snow and able to change forms at will. Now in the form of a Snowman, Jack is able to track down the man who arrested him and wreak havoc on him and everyone that gets in his way.
