Jack Frost 2: Revege of the Mutant Killer Snowman (1997)

Genetic scientists were not satisfied with the small amount of people Jack killed last time, they decide to have him dug up to conduct tests to find out god knows what. After all their tests fail, a bumbling janitor knocks a cup of coffee into the holding tank that has Jack in it and he's magically brought back to life. He's off to a carribean island where Sherriff Sam is on vacation and he wants revenge.
