The GI Joe/Government Agency Liason. He is selected to go on certain missions to supervise and report back to the Jugglers. He is not a welcome addition to the team, but when the shooting starts, he's right in the thick of it!

Agent Winters has been a spook for his whole adult life. In Vietnam, he was a member of the highly top secret Pheonix Force and accomplished many missions successfully deep un enemy territory and under heavy fire. On one fateful night, his group experienced something so disturbing that they would never be the same again. The whole team was wiped out with the exception of Winters, who was found beaten, but alive, his hair bleached unnaturally white in a matter of hours. He had no recollection of the incident or how he possibly survived. Since then, he has been an inside man for the CIA, DOD, and The Jugglers. He was kept off active duty until the Joe team reformed, and The Jugglers wanted an inside man on the team.
From the files of General Clayton Abernathy: "Yeah, Agent Winters is a spook. I know it and the whole team knows it. This little fact doesn't endear him to any of us, but when the chips are down and the shooting starts, he really pulls through. When the normal spook would take cover and wait for the smoke to settle, he jumps in the thick of it, guns blazing, and does it well. You've got to at least give him credit for that."
