Pulse Rifle

I got this idea of making it from playing the old Rainbow Six: Rogue Spear game, and one of the mods is a pulse gun. I decided it was an awesome gun and that JK II cannot go without it. The Pulse Rifle is usually engineered to fire beams of electricity.
