Misty, who has a Staryu and Starmie, owns the Gym here. Pikachu can make short work of both of them if you trained it well. Go north and fight Gary again. He now has a Level 18 Pidegotto, a Level 15 Abra, a Level 15 Rattata, and whatever he started with.
