Now Playing: BERNARD HOLLAND in The NYTimes

THERE is a theory (mine) that the quality of a country's classical music is inversely proportional to the quality of its popular and folk music. Thus, the authors of "Ach, du Lieber Augustin" come from the same stock as Bach and Beethoven. From Boca Raton's own Klavier Records come three new wind ensemble discs, and the first one I see hits me with a pang: Alfred Reed, the eminent American composer and longtime South Floridian, recorded live in Tokyo last year in what turned out to be his final recorded concert. (The Klavier Web site doesn't appear to have any sound clips, which is a shame.) I hadn't realized Reed, who taught at the University of Miami for nearly 30 years, had left us. He died in September at age 84
