It was a requirement for releasing the document.  I agree that it
is a bit overkill.  But it is standard practice in the industry.
Try looking at early specifications from Intel or AMD or any chip
maker.

Additionaly, many OpenGL graphics hardware vendors in the past have felt
like they did not have appropriate guidance about where functionality
in an OpenGL extension specification was proprietary or not.  We didn't
want to mislead anyone.

We have offered a reasonable no-fee licensee to OpenGL licensees
for the IP described in the extension assuming that the OpenGL ARB
wants to standardize the functionality.  We are hoping that the
functionality becomes a broadly supported OpenGL extension.
