The emerging environmental problems have demonstrated the need for a regulatory regime in which rampant misuse of natural
resources, unbridled growth and the misuse of chemicals, plastics and other materials creating highly visible forms of pollution is
to be checked through adequate provisions in the law. Protection of air, water and soil against misuse and ever proliferating
toxic materials and their increasing concentration are the challenging problems of the day.

In order to conserve natural resources and maintain a clean and healthy environment, while satisfying the need for progress and
also to ensure that the development drive proceeds smoothly, an effective legal code prescribing proper use of natural
resources and protection of environment from pollution, damage or encroachment by organizations or individuals is necessary.

Accordingly, the environmental protection agencies of Government of Pakistan undertook detailed exercise of research and
analysis, monitoring and assessment to meet the challenges emanating from environment degradation and laid down the National
Environment Quality Standards for municipal and Liquid Industrial Effluents and Industrial Gaseous Emission, Motor Vehicle
Exhaust and Noise, which have been enforced with effect from the 24th August 1993 throughout Pakistan under the Pakistan
Environment Protection Ordinance 1983, except in the case of industrial units to which the following schedule,, shall apply:

Existing industrial units i.e. those units already in production ..... 1 July 1996.

New industrial units, i.e. those units that will come into production on or after 30th June, 1994. ........ 1 July 1994.
