So, now we have it... in order to defend itself, the United States must get authorization not just from our allies... and not just from our enemies (after all, the "globe" would presumably include the country we intend to attack?) but now we have to get permission from the entire UNIVERSE, which I presume would include beings we don't yet know exist, or have any formal lines of communication with...No wonder he couldn't say which "foreign" leaders supported him.
