The Observer is the Protoss's mobile detector, but unlike the other mobile detectors the Observer has very little life but is always cloaked, like a Dark Templar. The Observer is built at the Robotics Facility after you have built and Observatory, where you can upgrade Observer Speed and Sight Range. I suggest you always have a couple of these handy for exploing the map, or maybe even stopping a nuclear strike at your base.
