As you can see, Jigglypuff's stats are all weak besides its HP. So if you want to toughen it up, wait until you get alot of money and go to Celadon City to buy Proteins and Carbos to raise up its Attack and Defense Stats. The best moves for it to learn is SING, DOUBLE SLAP, BODY SLAM, and DOUBLE EDGE. So these will probably be best for it until you get some TMs that aer pretty good.

Wigglytuff still suffers the same stats as Jigglypuff, sort of. Well, remember this saying, don't evolve it until it learns DOUBLE EDGE, as in don't evolve Jigglypuff until it reaches level 40.
