Haggar IS in Street Fighter Zero!
This can only be done on the arcade version of Street Fighter Zero, which is the Japanese version of Street Fighter Alpha. This will not work on any other version. To play as him, at the character select screen, hold Start down, and go to the random box. You have to press light punch, light kick, then press right, left, then do a 360 degree motion, then finally press light punch. This code is VERY hard to do. What's even worse is the fact that on the "Final Burn Alpha" emulator, the cheats section does not let you choose Haggar.
First of all, look at Haggar's name and picture, it doesn't say Haggar, or have a picture of Haggar. It's Ryu. Haggar's sprite is also not animated and is a lot smaller than the other characters. When you do his piledriver it looks very weird. Haggar cannot crouch either. His normal moves are all the same, and are ALL punches. But they do have different power level like normal. His jumping normal moves are the ones from Final Fight.
When Haggar does attack, no explosions are made, and he is missing his voice from Final Fight, and makes no sound but will say stuff like "yah" when fighting. Haggar also has no super combos, but the gauge is still there. Haggar does not have his own stage or music either. His sprite is also not in the switch menu, strangely. He must of been an EXTREMELY last minute character, even later than Dan.
Quite a bit of his animation is used for 2 different things, for a start his win pose (he only has one win pose) is a continuous spinning clothesline. If you do manage to win a fight, the comment screen will be Ryu's picture and comment. The game will crash if you complete the game as Haggar, his final opponent is Sodom. There is no character interaction with Sodom though.
I don't know if Haggar can face you as a secret boss- I have never seen it done, only Dan and Akuma have ever been secret bosses. (M.Bison isn't a secret "challenging" boss)
In the end, Haggar is a very badly done character, and it really is a shame that he never got into any more Alpha games. (Improved a LOT over this one of course)
MOVES
Piledriver 360 degree motion then any punch button
Haggar will grab the opponent, then jump up and slam them. This move has a ridiculous range, you can grab the opponent even if it looks like you'd miss.
Spinning clothesline Press 2 punch or kick buttons together
Haggar will put his arms put and spin.
