-----Nobody knows how, or who had done it (that is, if there was someone at all responsible), but one day the water in the city's park was capable of transforming people into the opposite sex. When the mayor decided to not tamper with the park's water system, thus allowing the sex-changing water to go unresolved, the people had suspected him of somehow managing it.

-----However, since the change only lasted for as long as someone was wet, there wasn't any real danger. And soon the mayor gave his reason for not doing anything about it, when he started a campaign to attract tourists to the city to experience the water in the park.

-----And now hardly anyone could fault the mayor's decision, as their average city began to flourish with business and its residents were able to live more comfortably despite all of the tourism. Thanks in part to expanding the city limits as well as the rise of hotels and other establishments on the outskirts of the city, where tourists could retreat to instead of overwhelm the city by making it more densely-populated.
