Project 2051, A.K.A: The Puppet Master
The "Puppet Master", official codename: "Project 2051" is a program created by the Ministry of Foreign Affairs as an operative to conduct diplomatic conspiracy activities. It has the ability to access any, and all, of the worlds'computer networks, which makes it quite powerful. It also has the ability to "hack" into a cyborgs brain, allowing it to then control that particular person (thus the name "Puppet Master").
After the "Puppet Master" accessed so many databases, nets, programs (and people ^_^), it has declared sentience and seeks politacal asylum (which didn't make Aramaki happy). It wishes to exist outside of the net, to be like humans, to be alive. It wants to reproduce and die, like any normal living thing is capable of, and guess what. . . that's where Kusanagi comes in.
