Splash Image.:. 4/5

1) Splash is only useful for one thing, if you have frame, Pop-ups, some special requirements, or 2 different versions (ex. Non Pop-ups and Pop-ups). I can see that you have a frame version so having a splash image here is okay. Otherwise, it's useless, take up spaces, and annoy a lot of people. In your case, it's okay.
2) It would be better if you link your sister sites using a button/banner or a text link with their site's name because it's easier to find who you're looking for. It's find hard to tell with .:S.I.S.T.E.R.S.I.T.E.S:. It can be anyone and if you do know who you're looking for, you still have to go through everyone of them to find it. I don't think it's a very good idea, though it does take up less space, organize, and all that, but it's still hard to find something.
3) Tahoma? I don't even know what that is. Maybe you should use a font that's supported by all computer. I know it's common and boring, but everyone will be able to see it and not have any problems.

Layout.:. 10/15

1) Your layout have side scrolling. For your requirements, you said 800*600 resolution. My computer is the same too, so why do you have side scrolling? Maybe your computer is different from mine, like bigger or smaller screen or something. I don't know, but you might want to fix that. Either that or your layout is too wide.
2) You have too much junk that doesn't need to be there. Like the poll. You can always put that one a different page. It doesn't have to be on the main one. If people are going to surf your site, they will find it. You don't need the contact form or the mailing list there either. If you clear out most of the unnessary things on the right, then you won't have side scrolling. Also your navigation takes too long to long and it sometimes give me a broken image. (yes! i've been here more than once) or it takes forever to load. Instead of using image map, maybe you can slice it or something. Faster loading!
3) You already have the sister site on the splash page, do you really need to put it here again?

Contents.:. 20/30

1) All your contents are organized, but it doesn't seem like you have a lot of fun things to do.
2) For your info on the scouts, you didn't include any of your thought or opinions, just facts. Facts can be found anywhere, but a person's thoughts and ideas can only be from you. Facts can be boring, but if you have both, your visitors can read the facts and compare it with your opinions. You get what I'm saying? Originality!! Every site needs one of those.
3) You don't need a new browser in the image page. Just leave it in the frame because you're using text links, not the actual image. No need for more windows.

Loading Time.:. 6/10

I have to say slow. It took forever to get from one page to the next. Mostly because of the frame. Frames takes forever to load and the more junk you have in something, the longer it takes.

I wouldn't call this an error, but you should do something about it.

In the manga, the scouts/characters are different from the anime. You don't want people to mix up with the two, so instead of putting them together, maybe you should separate them into 2 section: manga and anime. That way, new fans won't be confused.

You did a really good job on your site. I just think that you should have some of it fix/change and your site will be very nice. You might want to add more funstuff. Like for your graphic request form, you might want to add some samples or premade ones. Just be creative!
