Outer Senshi
These scouts are less close to Sailor Moon because they have other things they need to do as well as not living near the inner senshi (ie Tokyo). Though Saturn and Chibi-Moon are the best of friends (when Saturn isn't freaking out as Mistress 9). Rini hangs out with Sailor Moon a lot, but she also likes Hotaru, and it's just more symetrical to have her here, so that's where she is.
