Saionji was engaged to Anthy at the begining of Revolutionary Girl Utena. He says that he loves Anthy, and that they are meant to be together, and yet he seems to slap her an awful lot. He is the vice president of the student council. He is also best friends with Touga (or so it seemed). He isn't really as bad as he seems at first, he's just confused.
