Chibi Chibi (Mini Mini) Moon, and Sailor Cosmos. I mention them both here because in some time lines they are one in the same. Her origins are unknown, and the senshi debate whether or not she is Usagi's second daughter, or a daughter of Chibi Usa. Depending on the line one looks at, she can be the star seed of Sailor Galaxia, or Sailor Cosmos, the future form of Sailor Moon. She has the appearance of a toddler, and seemingly only repeats what others tell her. With her she carries an incense burner or vase that hides Princess and Sailor Kakyuu (Fireball). She also carries an umbrella and seems to have memory-altering powers like ChibiUsa.
Other abilities include shape-shifting (in some lines she turns into a sword, while in others, Sailor Cosmos) and the ability to produce a small shield. She has no offensive powers to speak of, or at least none that are known. Most of her power is lent to Sailor Moon. It is also debated whether she is 'Sailor Chibi Chibi' or 'Sailor Chibi Chibi Moon', but this again depends on which time line one considers.
Sailor Cosmos also has no named powers, though she is in some lines considered the ultimate form of Sailor Moon. She urges Sailor Moon to destroy Chaos and what is known as the Galaxy Cauldron (where stars are born), but instead Sailor Moon chooses to sacrifice herself, thus purifying the cauldron. Other than giving power to Sailor Moon, Cosmos does not display any powers known.
