Her first appearance was in search of the Ginzoushou (Silver Crystal) of her past and Usagi's present in order to save her mother, Neo-Queen Serenity. She always stays with Usagi's family and carries with her an umbrella that can alter the family's memories. She also has a ball shaped like Luna's head (which she calls the Luna-P Ball) that can produce a variety of tricks.
Her hobbies and mannerisms are much similar to her future mothers; she too loves to eat, loves cats, and is a bit of a whiner. In some senses she is more mature, however, and doesn't cry near as much. ChibiUsa loves to draw, though her progress in other classes is never really noted.
This child's dreams of becoming a real lady were taken advantage of by the evil entity Wiseman, who subverted her memories and caused her to become Black Lady. It is only after the senshi come for her that she is restored to her former self and later awakens as a senshi. In some time lines, the death of Sailor Pluto cause the breaking of the spell and her awakening as a senshi.
Chibi Moon has carried on a few innocent romances, namely with a fairy named Peruru and Helios, priest and guardian of Endymion's kingdom. I have seen some time lines in which Chibi Usa becomes 'Celestial Queen Serenity' and rules alongside Helios, but that is another story for another time.
In addition to manipulating her umbrella and Luna-P ball, as well as traveling through time, ChibiUsa's powers as a senshi are as follows:

Pink Lady's Freezing Kiss-A combination attack with her future guardians, the Sailor Quartet.
Chibi Moon is considered a senshi in training primarily due to her weak powers and inexperience. The power she does wield is often used in combination with Sailor Moon, but this is not to be underestimated, because it is that assistance that made the difference in defeating many an enemy.
Before I forget, I must add that ChibiUsa also has a guardian cat-Diana, the daughter of Luna and Artemis.
I must also add that in at least one time line, Chibi Moon eventually grows up to become one Sailor Crystal Moon, whose powers are as follows:
