The Clow Cards are the creation of Clow Reed. They were created to contain and control powers of different kinds, and the most powerful cards are the element cards - Water, Wind, Fire and Earth. These cards were placed inside a book with a magical seal,and could only be opened by someone with magical powers. Luckily for us, Sakura was the one who broke the seal(which was by accident)and became the Clow mistress.
