BACKGROUND
Jason is, or was, your average human. No powers whatsoever other than a strong love for water. That love eventually lead him into becoming a NAVY officer where he focused as a diver. After serving his time and left the service, he moved back to his hometown of Millenium City and opened a school for SCUBA diving. Located in a section of the Belle Island Aquarium, he teaches both adults and children diving, as well as assists in training the aquarium staff.
During a solo dive into Lake Huron, Jason was unfortunate enough to spot, and be seen by, an ARGENT underwater transport. They captured and interrogated him, but managed to lie to them who he really was. Instead of interrogating further, they decided to use him in experiments as a guineapig. Taking him back to a hidden base, they used him in an experiment, which ultimately gave him his powers. The process, although successful, also turned his hair to an ice white, while before it was jet black.
Overhearing that his usefulness was at an end now that the process was deemed successful, he was now scheduled to be terminated. Upon hearing this, he managed to lash out and break free from his bonds dispite being heavily sedated. In the process destroying the computers that recorded the experiment's test data (water + electronics = bad.) During the panic this brought about, he managed to flee from the base through an air-vent.
Afterwards, he decided to use the powers they gave him to fight against ARGENT, and any other supervilliany he may come across.
