Erika shows up somewhere in Yuna 2: Eternal Princess for PC-Engine so I don't know where she came from. I've read that Erika was going to compete in the Galaxy Fraulein Contest, but she was sick on the day of the contest and couldn't. So, she created the Erika 7, a band of henchwomen composed of her various flunkies, to take out Yuna.
Erika is a real "ojousama." Ojousama means an upper-class girl, basically; it's how servants address the daughters of their rich employers etc. Often it's given a negative connotation, like "spoiled princess." Other times it isn't; for instance, Relena Dorlan from Gundam Wing is an ojousama, as is Doris from D4 Princess, etc. I think the negative definition fits Erika pretty well, though. ^_^ She seems like a nice enough person in Yuna 3, but I'm sure when she was "evil" she was one of those proud, arrogant bad guys. In Yuna 3 she does one of those high-pitched "Ohohohoho!" superiority laughs a bit after she shows up. ^_^
Incidentally, "Ojousama" is the word that keeps getting translated to "Fraulein" in Yuna. (Well, can you think of a better single word to translate it to? ^_^) The real title of the series is Ginga Ojousama Densetsu Yuna ("Galaxy Ojousama Legend Yuna") and the contest Yuna was in was called the Ginga Ojousama Contest.
The coolest thing about Erika is her outfit. Somehow I think it's just really awesome, with the sword and cape and those rings over her shoulders. The feathers in her hair add to the effect.
In combat she's a pretty rounded off character. She doesn't have a really strong attack, she doesn't have a whole lot of HP, her first special attack isn't all that useful... but she doesn't really have any flaws either. She's just somebody you can add to your party if you need more people.

Translation, HTML, image scans, etc. all by Ditchdigger. Can you snatch them? Not the translations or the HTML - but you can have the images under the condition that you tell me you're taking them. ^_^ I probably won't respond (busy, busy!) so don't ask "Can I take them?"; just say "Hey, I'm borrowing image X, my page URL is XXXXX."
