I think Roppongi is an area in Tokyo. (The name appears on a map in Sailor Moon S Memory Album vol. 2.) That may explain her insane accent. Hitoshi Doi's page lists her as Mai Tokudaiji.
Mai has a very high opinion of herself. She's apparently a college student who is a teacher at Yuna's school. Whenever she helps the others, she makes it sound like a big favor. If she were a real person, I don't think anybody would be able to put up with her. ^_^ She also has a short temper and tends to do rash things when she feels like she's being messed with.
She also has a really wacked-out Speech Affectation.
In the first game, Yuna runs into her on an ocean planet; Mai is wandering along the beach in a swimsuit and notices Yuna standing there so she starts bragging to her about her money, her parents, her big mansion, etc. Yuna isn't too impressed, which causes Mai to get really ticked; she shifts into her battle armor and starts fighting Yuna without even realizing that she's the one she's supposed to kill in the first place. ^_^ Yuna beats her and then happens to mention who she is, and Mai is like "What, you're Yuna!? No wonder I got stomped; I was going easy on you!" Later when Yuna is looking for Marina at the core of a machine planet called Flint, she takes the wrong elevator and steps out only to come face-to-face with Mai. Mai now has some enhancements to her battle armor: those golden balls on her shoulders, which allow her to do a lightning attack. Yuna defeats her again. Then, even later when Yuna is looking for a book that tells where the portal to the World of Darkness is, Mai shows up yet again -- but she's being noisy outside the library so a bunch of the patrons dump books out the window and flatten her. ^_^ Yuna ignores her and goes inside -- where she runs into Emily of Education who wants to fight her anyway.
In the third game, she functions as a strong close-in fighter. Her first Skill Attack (the lightning from her shoulder balls) is fairly useful; not only does it do a lot of damage to all adjacent enemies, it also has a chance of rendering them immobile for a couple turns.
