The Black Lady is the evil, grown-up version of Chibiusa. The Wiseman brainwashed Chibiusa into believing that no one wanted or loved her. She fell for what he told her and became mean and bitter and would do anything to destroy the senshi. She gets a few good attacks in before the senshi convince her that they do love her. When she finally is restored back to her little pink self, she combines her powers with Sailormoon and destroy the Wiseman.
