The closest wig that resembles Gene hair isTHIS ONE. Thank you Lizz Kitt3h for the wig information.
Neckline reference-The neckline is important. Keep in mind it shows the collarbone.
Reference of his cloak/duster. Get a hold of Simplicity pattern 4916 if possible.
His shoulder armor is angular, can make out of sheet metal. Make a cardboard rough draft first.
Shoulder belts- Cover the shoulder portion of his undershirt completely.
Gloves- A nice pair of dish washing gloves painted with GLOSS acrylic paints work well as the base.
1 white waist belt, best if custom made. Use foam covered in cloth.
One belt is shown throughout the anime, but the wall scroll art has two.
2 belts adds a bit more detail but 1 belt is more accurate. Left to personal preference
Boots- a pair of diced up rubber boots will work. Cut a slit down the back, puncture holes, and then lace up with laces to make the opening smaller.
Boot/ankle straps- Make out of 2 pieces each. 1 Long orange/blue piece and a short blue one for the back. Use Velcro.

You can use either paints or what I prefer to use is called Rigid Collodion(google it). I use a combination of both. Collodion to create the skin effect and paints to make it stand out more. Rigid Collodion does this to your skin temporarily. When you are done you just peel it off.
The 2 blue ear studs are ALWAYS forgotten by cosplayers.
Entirely optional considering its only shown for like 10 secs at a time during piloting. The LED definitely stands out though.
