General Outline:
There is a serial killer loose somewhere in Suburbia that is dangerousely close to Uptown. This area has always had a reputation for being safe and secure so a quick resolution of this matter is definatly in order. The palyers are to do this without media coverage, as SLA wants this whole thing cleaned up and swept under the carpet as quickly as possbile with drawing as little atension as nessisary. When the players get to the area of the crime the first thing they enounter is a news van investigateing the murders. Things get worse from there on in. The entire day time population seems to be populated by board house wives. Their husbands make enough money so there is no need to work, or in some other cases their pensions pay all the money nessisary. Over the course of the investigation more bodys start showing up, and a furiouse whitch hunt is conducted by the neibors…yes compleat with tourchering and burning at the stake. Basicly we are renacting the salem whitch trials with this thing. The people of the neiborhood will all be turning on each other over petty diffrences acuseing one another of commiting the crimes. All the while there is a serial killer on the loose still killing people with joyouse glee. Eventualy it is reveild that the head of the whitch hunt is the person actually commiting the murdures.

The BPN

Calling in the BPN: Determain the aditude of the operator as vbest suited to your current whim. Basicly the players will be informed that this investigation is to be conducted with the utmost discression and sublty. The department has decided that it would be much more effective to pretend that nothing happened in the first place than to cheer along the fast reaction time of SLA Industrys. For every additional person this serial killer kills a 100 credits will be deducted from the total of the BPN, which is worth 1000 credits for the squad. This is to be handled quickly effeceintly and most of all quietly. The local Shiver station that was conducting the investigation might have leads that you may with to follow up. She answers some questions then hangs up.

To the Scene of the Crime: The area of Suburbia that the ops end up at is nicer than your average suburbia complex, which makes sence due to its releatively close proxcimity to Mort Centeral. The area consists of mostly semi attached homes and some nicer than average apartment complexes. One of the first things you notice is the group of women standing around a street corner. As you get closer you see why, there is still blood staining the corner from the last murder that was commited here. Most of the woman are in their middle ages and are in varying states of mental health. They range from the overweight and unpleasent to look at to the plastic surgury beauty queen. Most of the woman standing around the area have boques of flowers, you can see the KARMA logo on the wrapings from where you are. The one who looks like the plastic surgury beauty queen is holding up a candle and making a very long winded and weepy eyes speech about how wonderful her child was and how tragic it was that his life was snuffed out so soon. There is a dour looking woman standing next to her holding an umbrella over her head so that the candle stays lit. When the speech finnaly came to a close she blew out the candle and placed it down in the center of the stain. The rest started to put down their flowers and as the crowd starts to disperse they take notice of you for the first time.
The woman holding the candle is named Mary. She smiles at you widely, "you must be the ops sent here to catch the mad man who did this to my poor little boy."
Let them reply. Or start to at least somewhere in the middle of their response a third eye news truck shows up and out hops a camera team and a reporter. Instantly the woman stop paying atension to the ops and swarm around the news team. If none of them think about it on their own suggest that they call in to the department that issued the BPN to let them know about this new development. They will respond sharpish and sharply. They will be pissed but since it isn't really the ops fault they are to turn this event to their advantage as much as possible. Meanwhile all the women are all around the news team who looks rather bewildered by the response that they are getting. All of them seem to be chattering at once to the reporter and he some how seems to be able to be keeping up with it all. You notice that their display of sadness has completely dropped away when the news crew arrived and now they all seemed to be compeating with one another trying to get on TV. After a few moments you realize that you have just become the center of atension. You recognize the reporter from TV, he is a whiley old basterd who has a knack for getting things to look good or bad on TV depending on his whim. He heads for the person in the group who is the least likely talk and asks, "So have you got any leads?"
"no we…"
"Well why not?"
"well as I…"
"Oh come now you must have some information?"
"Well…"
"None at all what kind of Ops are you?"
"I umm…"
"So how long will this investgation last?"
"I erm…"
At this point the crowd of housewives becomes involved and they start suggesting that the ops can stay with them. At this point the interveiw ends and the crowd seems to split into two. Half of the crowd stay and talk to the reporter. Amongst them you notice Mary and that dour woman with the umbrella. That is all you get to notice because oyu are currently being bombarded by house wives. They want to know all about you, your past experience, how you intend on going on with the investigation, what is it like to be an op.
To Better explain the mentality of these woman look at it this way, they are bored. The only excitement in their lives is discussing the soaps on TV with one another, that's it. Their husbnds are usually to tired to even notice them. Having a serial killer and a buntch of ops invetigateing it is like being right inside the televsion for them. To most this is Valhalla, Nirvanna, and Heaven all wraped into one. These women are plolite curiouse and generaly a tremendouse nuisance all around.

So anyway once you get tired of asking questions the women realize that their variouse shows are one and scuttle off in small groups into variouse houses. From a corrner you hear someone calling you over. Acrost the street standing under an awning. She looks like she has been crying for a very long time. She also looks like she is an outsider from the rest of the neiborhood. She is smokeing a coffin cigarett and looking gerneraly angery at the whole surrounding world. When the ops come over she offers each of them a cigarret and introduces herself simply as "Beth". Beth is the mother of the first victem. She is confused angry and depressed, she also dispises the inhabitance of the neiborhood and woulod give anything to leave this hell hole and go back to work. But her husband…anyway it isn't important. Basicly after he son died the whole neiborhood got whipped up into some kind of frenzy. I was like they all got to be in some sort of TV show only this time the murdures are real. Mary is the one who started the whole thing, it was her and her little group of cronies that got the News van down here, they are also the ones that got you down here. To them it is just one big party they don't even really care that my son is dead, or that thouse other little boys are dead. All they care about is themselves. Watching them makes me sick. I can gaurentee that they are all inside right now talking about the flowers that they each brought the to "cerimony" and who brought the fewest and what not. Sometimes I wish a killer would come and just wipe them all away. She starts crying at around this point. From there she said, "Don't worry about me I'll be fine you just need to catch them, and to do that you are going to be needing some information." She gives them the rundown on the major players of the neiborhood (handout 2). If you need to ask me any other questions or anything else just let me know." And with that she disapears.
The ops next stop should be the shiver station. They let you know that so far 4 bodies have been found. The first two were found in alley ways, just homeless children that had a tendency to rove the neighbor hood. We never really were able to keep them out and some of the local ladies would feed them every once in awhile so we never really saw the need that and they mostly stayed out of sight until they started showing up dead. After that Beth's son was found dead. He had been late comeing home from a friends house one night. A search was quickly organized and the body was found shortly after. Our preliminary investigations shows to be that the killer was probley someone he knew pretty well because there were no sighns of struggle on the body. In fact it was the first stab that killed him. After that the body was pretty bady cut up. The weapon used looks to be like your average kitchen knife, one that is kept pretty sharp and well maintained. The second body also did not have any sighns of struggle around it, and we also conclude that it was someone that they knew. The same weapon was used in every case and that is about as far as we got. We suspect that it is one of the neigborhood ladies that are doing this. This evidence has not been told to the media as it would probley cause a panic. Still it's up to you to do what you will.

Personality Profiles:
Beth: Beth is the one that gave you all of the following information. She is extreamly bitter about looseing her child and has a general hatred of the neighbor hood. She lives alone, her husband left her after the murder.

GM's Notes: She will be as helpful as possible but once the maelstorm starts up she will be just as confused and as worried as everyone else who is deemed vaugly strange. She will be the first to fall to the Coloition of Concered Citizens (CCC) who formed up to keep undesriteables out of their neighborhood. She will also be the first to fall to the whitch hunt. When the players mention any information brought forth by her the other women scoff her off as that crazy bitch. She is the red herring, make it seem like she did it and have a copiouse amount of stuff pointed to her. Her reclusive aditide, and her anti social aspects. Also it is well known fact that she loaths everyone in the neiborhood. Mabey one day she finnaly snapped and killed thouse two homeless children and the others. Everyone will seem against her.

Mary: Mary is the mother of the second child who was murdured and the leader of this chapter of the CCC. She is the one that summoned the news van and got all of you to show up. She also heads up the major social circle and is generaly considered a leader. She is also a majorly selfish bitch who gets off on the power and influence that the other's lavish upon her. She has by far the most money in the neighbor hood and as such people look up to her. She has at least one finger in every social gathering, opinion, rumor, and every single goings on. Once you enter B43 you are on her turf and she knows it. Of course she will laugh and smile with the best of them so much so that you don't even realize that all the while she is ploting and schemeing against friend and foe alike.

GM's Notes: Mary is our KILLER! YAY! She also has the entire neighborhood under her sway. In a circle of about three dozen women or so he has compleate and undyeing devotion. Literaly there are people in this neighbor hood that would be lost and willt away without her. The rest of the neiborhood wants to be on her good side. They will do everything they can to weasle into her good wishes. In short no one even susupects she's the killer except the next broad I'll be talking about and even if they knew for a fact she was the killer they wouldn't turn her in. Play up this devotion a lot, this becomes important latter on when trying to make other events beleivable. Twords the ops she will be polite but curt. She will be constantly hideing under her mask of sarrow about her lost boy. This way she can avoid the worst of the questioning and still maintain her public image. Note the general population is in awe of the ops much to her disadvantage. So she will use the ops questioning of her against them. She'll use it to portray them as insensitve basterds not at all like the one's on TV. Lastly she will be the one that will lead the Whitch hunt with wild gusto trying to hunt down anyone as the potential killer and pin it on them.

Kathy: Kathy is Marys right hand man so to speak, you got a relatively good look at her when you saw the initial gathering. She was the one holding the umbrella. She is second in command with the CCC and practicaly follows Mary around like a dog.
GM's Notes: Kathy knows Mary's secret. Mary knows that Kathy knows but isn't all to bothered by it after all they are like sisters and Kathy would never have the balls to betray her. She knows that if she was to betray mary she would be as much as an outsider as Beth, something only really Beth wants. Kathy however is the weak link and also the scape goat. If the players manage to connect enough incriminateing evidence against Mary she will back them up. Also if the players are at a compleate loss she will come forwards at the second burning.

Amanda: Amanda is a slut. She has most likely slept with every husband here on this block includeing my own. She's still in everyone's good social graces though due to the fact that she's still in good with Mary. She's been talking about how nice it would be to sleep with some real men for a change…which probley means you guys so watch out.
GM's Notes: Amanda excists to be distracting. She will be around at any gathering the ops find themselves at and she will be flirting with them pretty much the entire time. Rejection will just make her try harder. Also if they attempt to stake out she will show up and cause all sorts of a disturbance.

Cindy: Cindy justs wants to be on Tv more than anything. It has been an obsession with her, her entire life. She has been leaping in front of the camera every night since they started showing up and trying to get on. Hell she might even be the killer, doing it just togather atension. I don't know.
GM's Notes : Much like Amanda Cindy is there to be both distracting and annoying. She is also a pretty big red herring cause well she's kinda crazy. She will always be where the ops are trying to get on tv with thiem. This includes chases and what not.

Alright that's enough with the Main and Supporting cast: When they get to Suburbia is is kinda in the late afternoon , the soaps will be winding up in a little bit ad they will be all going off to a CCC meeting to discuss the goings on of their neighborhood with other like minded citizens. This means that they will have time for two interviews before they will need a place to stay. Cindy and Amanda will be overly enthusiastic when offering a place to stay and Mary will be decidedly unenthusiastic. Even when people start offering her the honor of letting her stay at her house, she will show disintrest and a vauge discomfort. The interveiws should all be there to provide evicdence against Beth. Most of the people of the neighborhood will do this because they just don't like her, and 2 will do it because it throws the players off. Leave hints with Kathy, nothing to outright but definatly make it clear that she knows more than she is telling the players. After they conduct their two interveiws they are instructed that they should go to where ever it is that they are staying because the CCC meetings tend to run late and they would all be eager to go to bed.

At the CCC meeting Mary whips them all into a towering Jesus frenzy about how their neighbor hood has been cursed with evil and that all subversive elements must be washed from it. That this killer is a sighn that their vigulange has grown lax and unconcerened and in order to win back their neigborhood that means they are going to have to fight. Beth being the centeral figgure that they all stand against must be the first to go. Her soul must be purged from the very face of this planet. Yeah if any of the players choose to follow to see what happens at this meeting make it look more like a gathering of the KKK than a meeting of housewives. This thing is more akin to a cult than anything else. The general impression will be that they plan on burning her at the stake. If the players don't follow her to the CCC meeting then there isn't much of a loss, their intensions become very clear at around 7 in the morning, probley before the player intend on wakeing up. They will be awakened to shouting, shattering glass, cries of rage, and music. When they go to see what is going on they will find a mob in front of Mary's house. It consists of about 100 people most of they are throwing rotten food at Mary's house and shouting come out you killer. If the players start to question people they will see that at last nights meeting all subversive elements must be purged from the neighborhood and Mary is as subversive as it gets. She's anti social, and condensending twords us, she didn't even come to that other boys funeral, she probley killed her own son just so she could get some atension and aceptance into our group. Well we didn't fall for it so now we are going to burn her at the stake. You see Beth at the front of the mob looking by far the most fanatical. Possibly allow a Conc check to see if she's desperatly fanatical or not.

The players have a choise of calling in the shivers to help disperse the crowd or to sit and watch. If they sit and watch then eventualy a group of woman lead by Mary and Kathy storm the house and drag out the terrified looking Beth. They tie her to one of the light posts that dot the streets and start reading off the evidence piled against her. If no one stops this they light her on fire shortly afterwards and watch her burn. Then after a few minuts her screams for help stop and the crowd disperses.

If the players break up the crowd then the same thing happens latter under the cover of darkness. At this point the players might be tempted to call in the BPN and retreat home. If they do then over the next couple of days you hear many other news reports of similar burnings in that neigborhood and all over the city. After a couple of days Kathy will come forwards to one of the players with the truth. And that will be that.

Otherwise if the player choose to stick around they will be gearing up for another burning, someone who didn't bring enough flowers to mary's funeral or something like that. Just before the burning happens Kathy comes forwards with the truth.

END OF BPN
