Powers: 4-D's body was not confined to 3-D space, allowing her to turn herself flat by staying 2-D or gather massive energy by turning 4-D.History: (DC One Million #2, JLA #24-26) - With China and the Middle East developing superhuman teams, General Eiling convinced the President that the new arms race dealt with superhumans. He formed the Ultramarine Corps with 4-D, Pulse 8, Warmaker One and Flow, four marines injected with a synthesized metagene. With the JLA trapped in the 853rd century and the Hourman Virus spreading across Earth, General Eiling asked the President to deploy the Ultramarine Corps on their first mission. The President decided the time was not yet right for the Corps. Eiling called a press conference to announce the Ultramarines to the world. Their cover story was that they were four marines who were exposed to proteum after exploring a new reality, an entrance to which had been opened when a military teleporter exploded. He then ordered them to Phoenix, Arizona, and lured in the JLA with reports of an alien invasion. The Corps were ordered to execute the JLA, whom Eiling claimed might help hostile nations because they were global peacekeepers and not national ones. The fight went badly for the JLA until Superman convinced the Ultramarines that Eiling had gone insane, and his orders no longer carried presidential approval. The JLA and Ultramarines fought Eiling, who had transferred his consciousness into the indestructible body of the Shaggy Man. Although they couldn’t defeat him, they transported the General millions of miles into uninhabited deep space. The Ultramarines built the own floating city Superbia, and declared it an independent nation. They invited any superhuman dedicated to world peace to join their nation and help them act as global peacekeepers.
