History:
(Batgirl I #58) - When Batgirl and Robin moved to Bludhaven and officers Amy Rohrbach and Gannon Malloy were skeptical about working with them, but Commissioner Phil Addad insisted that Bludhaven needed them with Nightwing gone. Rohrbach admitted to Batgirl that Bludhaven PD were keeping Blockbuster’s body in the morgue for the D.E.O., but when they came to retrieve the corpse it had vanished. Rohrbach suggested Batgirl and Robin speak to Blockbuster’s attorney Calvin Westbrook, who had control of his estate. Addad wasn’t sure if Blockbuster was still alive, but knew that someone had already made moves to take control of his criminal empire.
(Batgirl I #62) - Batgirl tipped off Rohrbach and Malloy that the Penguin had smuggled arms into Bludhaven and was about to complete an arms deal with the Brotherhood of Evil. Rohrbach admitted that she wasn’t sure they’d see Batgirl again, not having made the best first impression with her. Batgirl defeated the Brotherhood, but someone tipped off Penguin that the deal was a bust and he flew away before meeting with the Brotherhood. Amy apologized to Batgirl, saying she thought she’d cleaned up the department, and promised to look into who the mole was.
