History: (Batman Annual #17)-Kelvin Mao was a Gotham City police officer who nearly died in the line of duty while fighting Space Parasites Angon. Kelvin was among the small number of Parasite victims that survived the attack, having his metagene activated and gaining superhuman powers. He wanted revenge for the deaths of his fellow officers that Angon killed. He made an abandoned subway terminus his headquarters, storing up a huge cache of weaponry. Taking the name Ballistic, he introduced himself to Commissioner Gordon and asked for the help of Batman III (Azrael) in taking down Angon. Ballistic and batman lured Angon to a booby-trapped house and detonated a series of explosives which wounded the creature and forced it to flee. Ballistic enjoyed this fight so much that he decided to go into business as a bounty-hunter.
